SUBJ: OFFICER SPECIALTY MANAGEMENT SYSTEM (OSMS) 2.0 RELEASE

1. OVERVIEW: This message announces updates to the Officer
Specialty Management System (OSMS), commonly referred to as
OSMS 2.0, and it cancels the moratorium on OSC applications
announced in reference A. The timing of the OSMS 2.0 release
is intended to minimize impacts to the PY2020 board and panel
season.
2. BACKGROUND: OSMS 2.0 was developed to remedy deficiencies
identified by the 2017 Change Action Team and implement the
recommended improvements. OSMS 2.0 is not wholesale change,
instead it refines the current OSMS to better quantify billet
demands from units, and the supply of officers with the
required specialties to fill those billets. All changes were
developed with the support and concurrence of Specialty
Managers from each program office, their respective Office
Chief, COMDT (CG-126), and briefed to each Assistant
Commandant.
3. RECOMMENDED ACTIONS:
A. Review the OSMS 2.0 Business Rules posted on the OSMS
CGPortal page: https://cg.portal.uscg.mil/units/psc/psc-
opm/opm-3/SitePages/OPM-3%20OSMS.aspx. During transition to
OSMS 2.0, these rules will serve as a guide for the specific
actions that are required to apply for new Officer Special
Codes (OSC). There are specific rules for Captains and
Commanders.
B. Review the new Officer Specialty Requirements (OSRs)
posted on the OSMS CGPortal page:
https://cg.portal.uscg.mil/units/psc/psc-opm/opm-
3/SitePages/OPM-3%20OSMS.aspx. All OSRs have changed and now
utilize Apprentice, Journeyman, and Master (AJM) for
specialties, and levels for subspecialties. Even if an OSC
was previously held, officers may now qualify for a higher
tier.
C. IAW OSMS 2.0 Business Rules, apply for OSMS 2.0 Officer
OSCs via the applicable command endorsed OSC application
form. OSMS 2.0 modified the CG-5319A (OSC application form),
which is now used exclusively for specialties (ex: CG-AVI10,
CG-CEN10, CG-INT10, etc). Additionally, OSMS 2.0 resulted in
the CG-5319B, which is used exclusively for subspecialties
(ex: CG-AVI11, CG-OAP16, CG-LGL11, etc). All new OSC
applications must use either the revised CG-5319A or CG-
5319B, as applicable.
4. PROCESS:
A. Expect longer than normal OSC application processing
time. Due to the anticipated large volume, new OSC
applications may take up to 90 days to process. As such,
officers are highly encouraged to apply as soon as they are
eligible for OSCs, but no less than 90 days before any major
personnel action.
B. Policy changes. OSMS policy changes will be
implemented in the next version of reference B to update
nomenclature; however, there are no anticipated significant
changes that will alter current OSMS policy or procedure.
5. RESPONSE OFFICER SPECIALTY CODES: Although OSMS 2.0 has
officially launched, the OSRs and corresponding OSC
applications for all Operations Ashore Response (OAR) OSCs
(OAR10, CG-OAR11, CG-OAR12, CG-OAR13, CG-OAR14, CG-OAR15, CG-
OAR16, CG-OAR17, CG-OAR18) will be delayed until mid-November
2019 due to an ongoing Response workgroup. The workgroup
expects to have all Response OSRs completed no later than
15Nov2019. The OSMS CGPortal page will be updated when the
OSRs are released and their release will trigger the ability
for officers to apply for OSMS 2.0 Response OSCs.
6. We recognize these changes to OSMS will prompt questions.
To answer these questions and mitigate concerns, OPM-3 has
populated its OSMS CGPortal page:

with the OSMS 2.0 transition. Additionally, time-sensitive
