2. Position ranks indicated above are USCG ranks, not USPHS ranks.
3. The primary candidate pool for the positions listed will be drawn
from officers who are tour complete in 2020, although officers who
are not tour complete may be considered on a case by case basis. CG 
PSC-opm will endeavor to staff all billets with the needed experience 
levels and technical skills and at the appropriate paygrades (i.e.CAPTs 
should expect to fill primarily CAPT billets, CDRs to fill primarily CDR 
billets, etc.). This shopping list will be updated via ALCGOFF as changes 
necessitate.
4. Officers should submit an updated E-Resume NLT COB 15 Oct 2019. All
PHS officers are required to use Direct Access to submit their E-resume 
choices. Failure to do so may preclude them from being considered for 
their preferred choices. Members can apply for positions by using the Direct 
Access link https://portal.direct-access.us. Userid is member CG EMPLID, 
which is EMPLID + USCG, ex: 0000000USCG. Open positions can be found under 
the PCS eResumes menu.
5. E-Resume Guidance:
   a. All E-Resume submissions requesting either extensions or early 
rotations require a local command endorsement (ie. Base/Sector
Deputy Commander, TRACEN/AIRSTA Executive Officer, Division Chief,
or equivalent position). Command endorsement needs to only address backfill 
requirement.  For example: Fully endorse member to rotate early, request 
backfill during normal PCS transfer in AY20.
   b. E-Resumes need to include a number of choices reflecting
individual desires, to include positions consistent with their
professional development. Member comments are encouraged and should address 
goals (long/short term), Special Needs Category (if applicable), Co-location 
(external to CG include AO information), qualifications not yet on ESS, etc. The member 
comment section is not appropriate for protected information, listing career 
history, addressing member performance, or negotiating for specific jobs. 
   c. Please ensure Direct Access member contact info, including work 
and home phone numbers and email address, is accurate.
6. Following expiration of the 15 Oct 2019 E-Resume submission
deadline, PSC-opm-2 will generate candidate pools. The PHS Assignment
Officer LCDR Jared L. Silverman, should be notified via email regarding any
E-Resume changes after the 15 Oct deadline. Accurate E-Resume submission by
the deadline is imperative since late changes may be difficult to
accommodate as the slate develops.
7. All PHS officers should evaluate their special pay contract dates 
for career planning purposes. PHS officers who are nearing retirement 
eligibility should align their medical and dental special pay contract 
anniversary dates with the customary Coast Guard summer rotation season 
to avoid gaps in special pay coverage and to minimize off season gaps.  
Requests to realign dates should be submitted to the Division of 
Commissioned Corps Personnel and Readiness (DCCPR) PHS/Division of 
Commissioned Personnel via CG PHS Program Manager (CG-11). Contact
