A. Title 13 USC, Sections 141 and 193
1. In early 2020, the Census Bureau will conduct the nation’s 24th decennial census IAW
REF (A) to obtain an accurate count of the resident population of the U.S. The Bureau also
collects population data required by the Department of Commerce on Coast Guard personnel,
their dependents, civilians living on military installations, and personnel assigned to
military vessels.
2. Census Bureau employees will be contacting various Coast Guard commands in the coming
months to explain the process and verify contact information. Each command must provide a
military point of contact (POC) to assist the Census Bureau. The military POC will keep the
Commanding Officer informed of census operations.
3. The census will include family housing units (conducted by mail), military quarters,
military group quarters, military hotels/lodging, guesthouses, marinas, and campgrounds
located in the U.S. and Puerto Rico, which may require multiple visits over the course of
the census operations. For the survey of military group quarters, the census worker will
train the command POC on the procedures and provide all materials needed.
4. Data on U.S. military personnel stationed overseas and their dependents living with
them will be collected via administrative records through the Defense Manpower Data Center.
5. Detailed information will be sent to all unit commanders, area housing offices and local
housing offices.
