KICK OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH
1. OVERVIEW:
A. Ref A outlines the eligibility criteria for O-4,
O-3, and O-2 commands and is available on PSC-OPM Portal
site, found at https://cg.portal.uscg.mil/units/psc/psc-
opm/OPM%20Reference%20Library. All officers who do not meet
eligibility requirements per Ref A must request a waiver to
screen. All command screening will be voluntary unless adequate
candidate pools are not achieved.
B. As outlined in Ref B, the JCSP will convene on 04 NOV
2019. To be considered by the JCSP, officers must comply
with the provisions listed in paragraph 11.b. of Ref A,
which outlines the screening requirements and overall
eligibility criteria. Officers who desire to be considered
must submit an e-resume via Direct Access NLT 25 SEP 2019.
C. All references and additional information pertaining
to the JCSP can be found by navigating to the AY20 Junior
Command Screening Panel folder on the PSC-OPM Portal site,
found at https://cg.portal.uscg.mil/units/psc/psc-
opm/OPM%20Reference%20Library.
2. O-4 COMMANDS:
A. All O-4s, those selected for O-4, and O-3s in zone
for O-4 who are eligible per Ref A and desire assignment to
an O-4 command may request screening. Officers meeting the
requirements of Ref A but who are not tour complete in 2020
must submit an e-resume with a command endorsement for
early transfer. Officers may request to screen for multiple
command types if eligible.
3. AY20 O-4 COMMAND SHOPPING LIST: The following O-4
commands will be screened by the AY20 JCSP. Eligible
candidates who request to screen for one or more of these
command types will do so by selecting the appropriate
category (A-G below) in the e-resume. Do not submit an e-
resume for specific units, but rather for JCSP sub-panel
names as detailed below:

6. O-2 COMMANDS: O-2s, those selected for O-2, and O-1s in
zone for O-2 who are eligible per Ref A and desire
assignment to an O-2 command may request screening.

7. AY20 O-2 COMMAND SHOPPING LIST: The following O-2
commands will be screened by the AY20 JCSP. Eligible
candidates who request to screen will do so by selecting
the LTJG WPB JCSP category in the e-resume. Do not submit
an e-resume for specific units, but rather the LTJG WPB
Junior Command Screening Panel sub-panel name as found in
the e-resume.

8. Service needs will drive the final number of candidates
screened for available AY20 positions.
9. Directions on how to screen for the JCSP:
A. Log in to Direct Access
B. In the "EMPLOYEE" box, click "Tasks"
C. Select "My Panel Submissions"
D. When the "My Panel Submissions" screen appears, select
the following:
Panel Source: Drop down menu to "Command
Screening", then Click “Go”.
E. When the search screen appears, enter the
following:
AD/Res Ind: Active Duty
Bus unit: Officer
Job Code: 000095 (For LCDR JSCP positions)
000096 (For LT JSCP positions)
000097 (For LTJG JSCP positions)
then, Click "Search".
F. A list of Screening Panels will appear. Check the
"Apply" box next to the panel for which you wish to screen.
G. When you have selected all of the panels you wish to
compete for, click "Submit".
H. If you do not need or require an endorsement; or a waiver,
click “Save”. Your application is complete.
I. If a waiver is required, click “Edit” to add
comments. Enter information supporting a waiver, click "Save".
If a command endorsement is not required, the application is complete.
J. If a command endorsement is required, the next step is
to include the correct endorser’s EMPLID for a command endorsement
then click “Save”. All officers not tour complete in AY20 or in-zone
for the next highest pay grade, must have a command endorsement to
screen.
K. Once the endorser has completed the entry, the
endorser will click "Marked Final" for each panel.
L. Click "Save". Follow the prompts.
M. These directions are also provided on
the PSC-OPM Portal site, found at
https://cg.portal.uscg.mil/units/psc/opm-2/SitePages/Home.aspx.
Additionally, this link will detail the process on how to check
if your submission was entered.
10. ELIGIBILITY CONFIRMATION AND WAIVER REQUESTS: PSC-OPM
will release an initial candidate confirmation message on
or about 05 OCT 2019 listing all members who have requested
and are found eligible to screen for command. Since Ref A
and the screening request procedures cannot cover every
possible situation concerning eligibility, PSC-OPM will
consider written waiver requests on a case-by-case basis
while remaining consistent with the intent of the approved
criteria. Officers should enter waiver request information
in the comments section. The initial candidate confirmation
message will include the results of all approved waiver requests.
Officers will be contacted by OPM-2 seperately if the waiver
request was denied.
11. Officers that do not adhere to the 25 SEP 2019
application deadline must apply within Direct Access with a
follow on email to OPM POC (paragraph, 14.K) to request a
waiver for a late submission.
12. All members need to ensure their DA information is up to
date and accurate.
