SUBJ: FY20 WORKFORCE PLANNING TEAM RESULTS – OVERVIEW
1. This ACN announces the actions of the FY20 Workforce Planning Team (WPT).
The WPT is a chartered governing body established to analyze recruiting, retention, and
specialty management personnel trends. The WPT uses data driven recommendations to create
balanced intervention strategies for a mission ready workforce. Three sub-groups met
comprising the Enlisted Workforce Planning Team (EWPT), the Officer Workforce Planning
Team (OWPT), and the Special Duty Pay/Assignment Pay (SDP/AP) group. I value the
dedicated, evidence-based approach used by these teams to prioritize organizational needs
for the FY20 recommendations.
2. WPT members represent a wide array of stakeholders from personnel, program, and
specialty management divisions. Each sub-group conducted a comprehensive review of
forecasts and intervention strategies to optimize desired outcomes using base resources.
Primary input is data analytics and program sponsored business cases. With these
references, the groups identified critical needs and prioritized interventions based on
highest returns on investment. This complete review resulted in highly focused
interventions balanced against budget limitations to support and retain a mission-ready
work force.
3. The EWPT recommended focused and aligned bonus offerings to critical ratings and
identified coordinated non-monetary options to build talent for planned growth and career
retention. The OWPT reviewed present retention incentive programs and prioritized officer
program needs to mitigate future challenges. Both EWPT and OWPT will analyze the approved
recommendations to determine the return on investment and overall intervention effectiveness.
The SDP/AP group reviewed 106 new and existing requests. These were judged on critical
characteristics for specialty and billet location interest.
4. Ensuring we have a robust workforce is a primary function of the Coast Guard Human
Resources Team I am proud to lead. Any program manager who feels their workforce or
specialty is experiencing personnel challenges is encouraged to submit their business case
and recommendations to the WPT for consideration.
