SUBJ: FY20 COAST GUARD EMERGENCY MANAGEMENT BASIC ACADEMY SELECTION

1. This ALCOAST announces the primary and alternate candidates who have been selected to
attend the Emergency Management Institute’s (EMI) National Emergency Management Basic
Academy (NEMBA).
2. This training is offered by the Coast Guard in partnership with the Virginia Department
of Emergency Management (VDEM). Previously, Coast Guard members have attended and graduated
EMI’s resident Basic and Advanced academies in Emmitsburg, MD. This pilot program, however,
significantly expands the Coast Guard’s ability to send members through the EMI NEMBA course.
The training opportunity is in line with the Commandant’s Strategic Guidance 2018-2022 priority
3.1.1 Lead in Crisis and 3.1.2 Intensify Emergency Management Planning and Execution.
3. Due to VDEM instructor limitations, the total number of Coast Guard student seats was
reduced from 20 to 19.

6. CG/VDEM NEMBA dates:
    a. Week 1: 28 OCT – 01 NOV 2019, Foundations of Emergency Management (E101)
    b. Week 2: 27-30 JAN 2020, Homeland Security Exercise and Evaluation Program Training
(E146) and Public Information and Warning (E105).
    c. Week 3: 23-27 MAR 2020, Science of Disaster (E102) and Planning (E103).
7. The training will be held at the Virginia Modeling Analysis & Simulation Center,
1030 University Blvd, Suffolk, VA 23435.
8. Primary and alternate candidates must re-submit their FEMA Form 119-25 to LCDR Kristina
Butler as a stand-alone PDF. COMDT (CG-OEM) will reach out to primary candidates with
logistics/travel information via SEPCOR.
9. Thank you to all who submitted applications. COMDT (CG-OEM) received over 70 applications for
this training. Slating was done IAW paragraph 5 of REF (A). As this is a pilot program,
rank and unit geographical location were also considered in order to slate a diverse cohort.
