1. The mission of International Association of Emergency Managers (IAEM) is to advance the
profession by promoting the principles of emergency management and serve its members by
providing information, networking and professional development opportunities. This year’s 
annual IAEM conference will be held in Savannah, GA, November 18-21, 2019. The conference is
extremely beneficial to the professional development of officers as well as enlisted and
civilian members in the emergency management fields.
The following award winners will be honored during the conference.
2. Congratulations to MSSR2 Christopher Johnston of MSU Duluth for being selected as the IAEM
Uniformed Services Caucus, Uniformed Emergency Manager of the Year. In his position, MSSR2
Johnston facilitated a complete re-write of the Western Lake Superior Area Contingency Plan,
collaborating with 130 partners and stakeholders across a three-state region. He networked with
Federal, State, and Local agencies, including tribal authorities to unite the unique elements
of the marine environmental protection mission. His incorporation of dynamic and detailed
Geographic Response Strategies for 750 nm of coastline and an international border increased
the effectiveness and usability of the plan, ultimately improving operational readiness.
3. Congratulations to Mr. Edward Primeau of the Atlantic Strike Team for being selected as the
IAEM Uniformed Services Caucus, Civilian Emergency Manager of the Year. In his position,
Mr. Primeau deployed as a Type 1 Safety Officer for a total of 157 days during the Hurricanes
Harvey, Maria, and Florence responses. He successfully led 11 Assistant Safety Officers in the
development and enforcement of safety plans, provided first-rate occupational health for all
responders, and provided keen oversight of dynamic vessel salvage, commercial diving, and
pollution response operations. His tireless work to enhance safety protected more than 500
federal, state, local, and contracted responders to accomplish the missions without any
reportable injuries or illnesses.
4. COMDT (CG-OEM) will manage the assignment of conference attendance quotas and will provide
travel funds for the IAEM award winners. COMDT (CG-OEM) has designated 1 attendee from
LANTAREA, 1 attendee from PACAREA, 2 attendees from the National Strike Force, and 1 attendee
from each District or District unit with the AREAs' discretion to solicit for and designate
those attendees. Precedence should be given to any member who will be receiving a certification
(AEM/CEM) during the conference. Units are responsible for funding travel and issuing travel
orders of all COMDT (CG-OEM) approved quotas for those members selected to attend the conference.
Members who have been chosen to speak or present at the conference will count for one of the
authorized quotas.
5. Due to DHS and USCG Conference attendance requirements, units are not authorized to fund
attendance beyond the number of assigned quotas. Similarly, units not assigned a quota are not
authorized to fund attendance of any member to the conference without prior approval from
COMDT (CG-OEM). Units are not authorized to fund rental cars. AREAs will need to submit their
list of attendees to the POC NLT 30 September.
6. Following the conclusion of the conference, COMDT (CG-OEM) is required to submit a post
conference report. All presenters and attendees who incur travel costs shall electronically
submit a copy of their approved Travel Voucher or Sub-voucher, DD Form 1351-2 to the
COMDT (CG-OEM) POC NLT 06 December 2019.
7. The authorized uniform for conference attendees is Tropical Blue Long with garrison cover
or civilian equivalent. The authorized uniform for presenters and for the closing banquet is
Service Dress Blue or civilian equivalent.
