SUBJ:  UPDATED ANTI-HARASSMENT AND HATE INCIDENT PROCEDURE
A. U.S. Coast Guard Civil Rights Manual, COMDTINST M5350.4 (series)
1. This ACN announces the following changes to REF (A).
2. Chapter 3C, Prohibited Practices, on page (3-7). Figure 3-1 states “CO/OIC
initiates administrative investigations and provides the report in writing to
the next level manager or supervisor in the chain of the command and the Civil
Rights Service Provider.” Change to “CO/OIC initiates administrative investigation
and provides the report and the Findings and Outcomes memo, in writing, to the next
level manager or supervisor in the chain of command. The Findings and Outcomes memo
must also be provided to the Civil Rights Service Provider.”
3. Chapter 3F, Harassment Complaint Procedures, on page (3-12), paragraph (i)
states “The CO/OIC will provide a copy of the relevant investigative report to
the CRSP. The Civil Rights Service Provider must coordinate any further release
of the report with the CO/OIC (Convening Authority.)” Change to “The CO/OIC will
provide a Findings and Outcomes memo, including a rationale for their decision,
to the CRSP. The CO/OIC will coordinate any further release of their report”.
4. Chapter 3G, Hate Incidents and CO/OIC Responsibilities, on page (3-15),
paragraph (4.b) states “The CO/OIC will provide a copy of the relevant
investigative report to the CRSP. The Civil Rights Service Provider must
coordinate any further release of the report with the corresponding CO/OIC
(Convening Authority).” Change to “The CO/OIC will provide Findings and Outcomes
memo, including a rationale for their decision, to the CRSP. The CO/OIC will
coordinate any further release of their report.”
5. Chapter 3G, Hate Incidents and CO/OIC Responsibilities, located on page (3-15),
paragraph (4.c) states “While the decision of whether a hate incident occurred and
what action may be appropriate resides with the CO/OIC, the CRSP and Staff Judge
Advocate must be consulted for assistance.” Change to “While the decision of
whether a hate incident occurred and what action may be appropriate resides with
the CO/OIC, the Staff Judge Advocate must be consulted for assistance.”

changes will be incorporated into the next edition of REF (A), which will be
released within the next year.
