SUBJ: SOLICITATION FOR 2019 COAST GUARD PARTNERSHIP IN EDUCATION (PIE) AWARDS
1. The Coast Guard (CG) enhances educational opportunities and career awareness for
the Nation’s youth through direct participation in education related programs. Our
Partnership in Education (PIE) Program promotes this purpose through collaboration
with local school systems, community groups, and businesses, especially in
communities with large, underserved populations.
2. Each year, six awards are conferred to recognize outstanding units and
individuals who actively participate at the community level with other employers
and schools to improve the academic and employment outlook for youth. Where noted
with an asterisk (*), awards will be given for both large (more than 100 personnel)
and small (less than 100 personnel) units. All CG units with active PIE programs
are encouraged to submit nominations for the following award categories:
    a. Best Unit Partnership (*). A unit that works independently with one or more
schools.
    b. Best Collaborative Partnership (*). A unit that works with one or more
volunteer organizations (businesses, community-based organizations, or other CG
units) to support one or more schools.
    c. PIE Coordinator of the Year. A unit PIE Coordinator who has established,
sustained, or expanded high quality education partnerships.
    d. Sustained Excellence in CG PIE. A CG unit or individual participant
(volunteer, coordinator, and/or leader) with at least three years of consecutive
involvement in CG PIE programs.
3. Nominations for the awards cited in subparagraphs a. through c. above will
cover the period of July 2018 to June 2019. The Sustained Excellence award will
span from 2016 to the present.
4. All submissions will be evaluated based on achievement of one or more of the
following criteria:
    a. Establishment, sustainment, or expansion of education partnerships,
particularly those with positive impacts to students, schools, or the local
community, or enhanced positive visibility of the CG's missions and PIE Program.
    b. Expansion of relationship within existing PIE Program by increasing the
number of registered participants, students, schools, and/or volunteer organizations.
    c. Expansion of individual roles or responsibilities, such as transitioning from
unit PIE volunteer to unit coordinator or into a leadership position with commitment
to CG PIE programs.
    d. Expansion of CG PIE into new areas, such as establishing and registering new
programs or becoming a PIE ambassador by encouraging participation of new CG units,
schools, or community-based organizations.
    e. Overcoming challenges to sustained involvement in PIE programs, such as
competing mission responsibilities, personnel transitions, or changes affecting
education partners or volunteer organizations.
5. Units and individuals competing for multiple awards must submit separate
nomination packages for each category. Nominations will be submitted electronically
to Mr. Juan Torres at Juan.L.Torres@uscg.mil NLT 30 September 2019 including
the following:
    a. A signed cover memo from the CO/OIC forwarding the package. Nominations of a
unit or CO/OIC must be endorsed by the next level in the unit’s chain of command.
    b. Identification of the nomination category: Unit Partnership(*), Collaborative
Partnership(*), PIE Coordinator of the Year, or Sustained Excellence in CG PIE.
    c. Unit name, operating facility (OPFAC) number, and address.
    d. PIE Coordinator name, phone number, and e-mail address.
    e. Collaborative partner(s), point(s) of contact, and phone number(s).
    f. Partner school(s) address(es), point(s) of contact, and phone number(s).
    g. Number and grade level(s) of participating students and total number of
participating CG personnel.
    h. Total number of hours volunteered during the performance period.
    i. Name and rank of XO/XPO.
    j. A one-page, single-spaced narrative specifically citing the accomplishments
for which the unit or individual is being nominated.
