SUBJ:  2019 CIVIL RIGHTS SERVICE PROVIDER OF THE YEAR AWARD
1. I am pleased to announce the selection of Chief Petty Officer Daniel P. Burgoyne,
Coast Guard (CG) Civil Rights Directorate Region 2, Equal Opportunity Advisor (EOA),
Miami, FL as the 2019 Civil Rights Service Provider (CRSP) of the Year. CPO Burgoyne
is commended for his strong personal commitment and professional acumen in
fostering a workplace free from discrimination.
2. Demonstrating superior leadership and professionalism, CPO Burgoyne filled a gap
caused by an extended absence of a CG liaison to the Defense Equal Opportunity
Management Institute (DEOMI), providing counsel and guidance during the 11-week EOA
course. He also arranged logistical support for the three-week Service Specific
Training (SST) course. As an instructor in the SST Course, he displayed superior
knowledge of Equal Employment Opportunity (EEO) laws, regulations, and policies, and
shared his experiences as an EOA, offering both pitfalls and keys to success. A
certified mediator, CPO Burgoyne achieved a 66% resolution rate, exceeding the
federal average of 55%. Chief Burgoyne was responsible for the budgeting, planning,
and instruction for the workforce mandated training in Sexual Harassment Prevention
and Civil Rights Awareness to over 2,000 personnel throughout Coast Guard units
within Florida, Puerto Rico, the Caribbean, Europe and Southwest Asia. He
exemplifies the Coast Guard Core Values of Honor, Respect, and Devotion to Duty, and
his accomplishments are worthy of this recognition.
3. Chief Burgoyne’s service is most heartily commended and adheres to the guiding
principles of being “Ready, Relevant, and Responsive” to his customers and the Civil
Rights Directorate. He will be honored during a ceremony at the CG HQ, Civil Rights
Directorate, Washington, DC.
4. The Civil Rights awards program helps to maximize the Coast Guard's overall
mission effectiveness by fostering a discrimination free environment through
recognition of members' accomplishments and contributions to civil rights,
