1. BACKGROUND: REFs (A), (B), and (C) provided notification regarding the change in the
Coast Guard CCSP subsidy administrator from the U.S. Department of Agriculture (USDA) to
the Navy office of Child and Youth Programs (CYP), effective 1 April 2019. During the
transition, advance payments were made to child care providers for the months of March,
April and May.
2. TRANSITION FROM USDA TO NAVY CYP STATUS: The Navy has begun making subsidy payments
directly to the providers. In those cases where families paid for their child care in-full
for June and July they will have a credit with their provider. It will be necessary to
submit invoices to the Navy CYP for the March to May time frame. Members who have changed
providers or have a provider unwilling to honor the credit should contact COMDT (CG-1112)
no later than 30 August 2019 to arrange alternate solutions.
3. NEW ENROLLEES DURING TRANSITION: Members who: 1) were unable to enroll in CCSP for the
first time between 1 March 2019 and 31 May 2019, 2) enrolled in the CCSP in June and July,
and 3) are using a provider with a Navy Vendor number will be eligible for a one-time
payment to their provider for invoiced care between 1 March to 31 May 2019. Members who
have a provider unwilling to honor the payment should contact COMDT (CG-1112) no later
than 30 August 2019 to arrange alternate solutions.
4. CHANGE IN SUBSIDY BENEFIT: Subsidy benefit calculations were modified to ensure the
maximum level of child care subsidy benefits are provided to families with the least
ability to afford quality child care. The Coast Guard CCSP will no longer consider total
family income (TFI) in the calculation of subsidy benefits. Benefits will be determined
by: USCG PAYGRADE of the highest ranking active duty parent, the Market-Cap, and the
nine Parent-Fee-Category limits set for each paygrade. The parent fee limits can be found
in the Child Care Subsidy Calculator at:

There is a minimum allowed subsidy payment of $25.00 per month, therefore Navy CYP will
not process subsidy payments for less than $25.00.
5. SUBSIDY MARKET-CAP: The Market-Cap is the maximum allowed monthly cost of care that is
utilized when determining the child care subsidy benefit. The zip code of each USCG unit
is linked to a Basic or High-Cost Market-Cap. The Basic-Market-Cap is $900.00 and the
High-Cost-Market-Cap is $1,200.00. The minimum amount parents are expected to pay for
child care is set by the pay-grade-fee-categories and the maximum benefit is determined
by the Market-Cap. Members can determine their subsidy benefit by using the Child Care
