SUBJ:  SELECTION OF COAST GUARD WINNER OF 2019 SPIRIT OF HOPE AWARD
1. We are pleased to announce the selection of the Coast Guard Tactical Law
Enforcement Foundation (The Foundation) as the Coast Guard’s 2019 Spirit of Hope
Award recipient. The Spirit of Hope Award is named in honor of Bob Hope and is
presented for outstanding service to the United States of America. It is awarded to men
and women of the United Stated Armed Forces, entertainers, and other distinguished
Americans and organizations whose patriotism and service reflect that of Mr. Hope. 
2. The Foundation is a non-profit, 100% volunteer run organization that was created to
provide immediate financial support to active Coast Guard members and their families
who have experienced unexpected emergencies. It supports Coast Guard members in the
Deployable Specialized Forces community through emergency assistance funding and
scholarships. The Foundation’s emergency assistance fund has helped families offset
travel and lodging costs to be near injured or sick loved ones. This assistance has been
able to provide $121,877 to 360 active duty members and their families. The Foundation
has awarded up to $50,000 in scholarships to 11 Coast Guard dependents helping them
achieve their dreams of furthering their education. The amount of dedication, talent, and
resources provided by members of this organization is why it has become a beacon of
hope for Coast Guard families around the world. This unique organization, founded and
led by prior Coast Guardsmen, epitomizes the values of Mr. Hope.
3. Mr. Richard Mozeleski, executive director, will accept the 2019 Spirit of Hope Award
on behalf of the Foundation on 27 September 2019 at a ceremony at the Pentagon
honoring all services’ awardees.
4. We offer our sincere appreciation to CDR David B. Vicks, Acting Commanding
Officer, U.S. Coast Guard Tactical Law Enforcement Team South for their nomination of
the Foundation.
5. Thank you to Captain Bruce C. Brown, Commanding Officer, U.S. Coast Guard Community
Services Command for their nomination of Mr. Gary S. Scheer.
6. Nominations for next year can be submitted now through April 2020. Nominees must
satisfy the following criteria: epitomize the values of Bob Hope (courage, honor, duty,
commitment, integrity and selfless dedication), significantly enhance the quality of life of
service members and their families serving around the world, and selflessly contribute an
extraordinary amount of time, talent, or resources to benefit members of the United States
Armed Forces.
