ENFORCEMENT AWARD WINNER

1. IAW REF (A), I am pleased to announce and congratulate LTJG Hamp Beddoes
of Sector Puget Sound, WA as the recipient of the 2018 Captain Quentin R. Walsh
Excellence in Living Marine Resources (LMR) Enforcement Award.
2. As the Sector Puget Sound LMR Officer he oversaw 186 LMR boardings throughout
the Sector’s 3,500 square nautical mile AOR. He utilized his LMR enforcement
expertise to develop multiple local Coast Guard operations that targeted a
variety of fishery types and species. He further distinguished himself by
fostering regional partnerships through multiple joint operations. During one
operation focused on deterring illegal shellfish harvesting, LTJG Beddoes
coordinated six surface and air assets to identify suspected poachers in
environmentally-sensitive closed fishing grounds, leading to the seizure of
2,260 pounds of illegally harvested catch worth an estimated $13,000. Moreover,
his stalwart efforts to meet, understand, and coordinate with tribal partners
has allowed the Coast Guard to restore its relationship to one of mutual
respect and cooperation. LTJG Beddoes broad impact on Puget Sound's regional
fisheries enforcement sets his nomination apart.

4. The volume of outstanding nominations made selection difficult. Not all
nominees may be aware of their nomination and I strongly encourage Commands
to publicly recognize their accomplishments and leadership examples in
addition to documentation in their performance evaluations.
5. Bravo Zulu to all the nominees and the many BOs and BTMs who perform this
important mission day in and day out. The Coast Guard is increasingly reliant
on the stellar efforts of boarding officers in the face of growing mission
demands and limited resourcing. Your daily hard work and dedication level the
playing field in the $212 billion dollar commercial and recreational fishing
industry, which supports 1.7 million jobs across the nation.
