1. This ALCOAST resolicits officers to submit applications and extends the submission deadline
for the following DCO sponsored advanced education opportunities:
    a. Systems Engineering - submission deadline is 09 Aug 2019.
    b. Strategic Intelligence - submission deadline is 26 Aug 2019.
2. Systems Engineering: One officer possessing a Bachelor of Science degree in engineering
(or other technical field) will be selected to attend this 18-month graduate program leading
to a Master of Science in Systems Engineering. Candidates must be tour complete in 2020 or
2021 and be O-4 and below. Upon graduation, this officer will apply their postgraduate
training in the Office of Requirements and Analysis, COMDT (CG-771). As a Requirements
Officer, graduates will be on the leading edge of developing and defining Coast Guard
future capabilities. They will provide management, oversight, and guidance leading to
successful approval or acquisition by Coast Guard and Department of Homeland Security
(DHS) leadership. Efforts focus on enabling the detailed articulation of operational
capabilities across the enterprise of Coast Guard missions and the Department.
Requirements Officers ensure accurate and timely development of pre-acquisition
requirements documents providing traceability back to clear and concise user-defined
capability gaps. Candidates must be capable of engaging Office Chiefs, Flag Officers,
and DHS staff to articulate operational gaps and capability solutions; and must be able
to develop strategic recommendations incorporating operational need, fiscal constraints,
and political realities. Work receives high level visibility and directly influences
annual ~$1.5B Procurement, Construction & Improvements (PC&I) budget execution decisions.
Recent high level programs include the Offshore Patrol Cutter, Polar Security Cutter,
Waterway Commerce Cutter, and the MH60 and MH65 service life extensions.
3. Strategic Intelligence: This program consists of the National Intelligence University
(NIU) Masters of Science in Strategic Intelligence (MSSI), and the Master of Science in
Technology Intelligence (MSTI). Detailed program descriptions are located in REF (A). MSSI
candidates must be tour complete in either 2020 or 2021, O-4 and below, with either a prior
Intelligence tour or a keen professional interest to serve in the CG Intelligence enterprise.
Candidates without a prior Intelligence tour should explain in their application comments
past involvement with Intelligence and why they are interested in pursuing the Intelligence
specialty. MSTI candidates must be tour complete in 2020 or 2021, O-4 and below, previous
assignments in C4IT, Cyber Intelligence, or Cryptology are preferred. The MSTI program is
ideal for officers desiring to serve in a Cyber Intelligence payback tour. MSSI and MSTI
students may be eligible to complete Joint Professional Military Education (JPME) Phase 1
along with their degree. In accordance with REF (B), all Strategic Intelligence applicants
will select the “Strategic Intelligence – A/D Officer” option when using the My Panel
submission link to apply. Member comments must indicate preference for either MSSI or MSTI.
COMDT (CG-21) will work with selected members to ensure application to the appropriate NIU
program. Applicants for both programs must be eligible for a Top Secret clearance with
access to Sensitive Compartmented Information (SCI). Candidates without a current TS/SCI
clearance must contact COMDT (CG-21) immediately upon submitting their application to
initiate the security clearance screening process. Candidates who are not tour complete
in 2020 must submit a tour completion waiver to PSC (opm-1) by the 26 Aug 2019 application
deadline.
4. Graduate Record Exam (GRE) scores are not required for the My Panel submission. However,
scores are required to be submitted prior to the convening of the selection panel.
