SUBJ:  FY20 COAST GUARD JOINT AND COMBINED WARFARE SCHOOL APPLICATION PROCESS
1. The Office of Counterterrorism and Defense Operations (CG-ODO) is extending
an exciting opportunity to attend the Joint Forces Staff College (JFSC) Joint and
Combined Warfare School (JCWS). This training is offered by the Coast Guard in
partnership with the JFSC. This ALCOAST provides detailed application requirements.
2. This 10-week course focuses on collaborative, critical and creative thinking
within the operational planning framework. Students have opportunities to read,
think, and reflect while addressing complex problems in an effort to master the
required curriculum content (National Security Strategy, theater strategy and
campaigning, joint planning processes and systems, joint-interagency-multinational
capabilities and the integration of those capabilities) and Chairman, Joint Chief
of Staff Desired Leader Attributes. The course satisfies all requirements for
Joint Professional Military Education (JPME) II.
   a. Three exercises are held during the 10-week course: Homeland Security/Homeland
Defense, Crisis-Action Planning for a Major Combat Action, and Crisis-Action
Planning for Foreign Humanitarian Assistance.
   b. Joint acculturation (an appreciation for solving military challenges from a
joint and coalition (vs. Service) perspective) is a key take-away for students.
This will enable students to operate on intent through trust, empowerment and
understanding in future challenging environments.
   c. Students will compose collaborative papers on topics of joint interest. Some
of the papers may be published in peer-reviewed journals.
3. Eligibility. This program is open to all operational specialties. Ideal
candidates are those members with primary duties related to contingency planning
and execution of defense operations and service liaisons to the Department of
Defense, Services Components, Joint Staff and Combatant Commanders.
Additionally:
   a. Applicants must be officers (O4 and above), civilians (GS-12 and above), and
senior enlisted (E8/E9);
   b. Applicants must have a Bachelor's degree and hold a secret clearance; 
   c. Applicants must have two years remaining in service at time of graduation;
   d. JPME I is preferred but not necessary. Those applicants without JPME I will
attend the Joint Transition Course (JTC) prior to JCWS convening. In addition to
attending JTC, selected applicants will also need to complete the JFC 100 and
JFC 200 series online courses in Joint Knowledge Online (https://jkodirect.jten.mil)
prior to the JTC course convening date.
4. JFSC convening dates (02 quotas per class):
   a. 19-4 JTC (if needed), 09 SEP 2019 to 13 SEP 2019;
      19-4 JCWS, 16 SEP 2019 to 22 NOV 2019.
   b. 20-1 JTC (if needed), 06 JAN 2020 to 10 JAN 2020;
      20-1 JCWS, 13 JAN 2020 to 20 MAR 2020.
   c. 20-2 JTC (if needed), 23 MAR 2020 to 27 MAR 2020;
      20-2 JCWS, 30 MAR 2020 to 5 JUN 2020.
   d. 20-3 JTC (if needed), 15 JUN 2020 to 19 JUN 2020;
      20-3 JCWS, 22 JUN 2020 to 28 AUG 2020.
   e. 20-4 JTC (if needed), 08 SEP 2020 to 11 SEP 2020;
      20-4 JCWS, 14 SEP 2020 to 20 NOV 2020.
5. Applications shall follow the guidance below.
   a. Application deadline: 09 AUG 2019 at 1600 EDT.
   b. Slating will take place during the week of 12 AUG 2019. Primary and alternate
selections will be notified by email.
   c. Applications must include a board view employee summary sheet, and a command
endorsed memo from the first O-6/GS-15 in the chain of command. The memo must include
an acknowledgment of time commitment, TDY cost commitment, primary and secondary
preference of course attendance, and applicant's interests, ability, and potential
value to the Service relating to defense operations or readiness.

6. Funding for lodging and per diem will be provided by the Office of
Counterterrorism and Defense Operations (CG-ODO). Selected applicants shall lodge
at the Navy Gateway Inn, 7800 Hampton Blvd, Norfolk, VA 23511. TDY travel and any
other associated costs will be funded by the member's permanent unit.
