ALCGOFF 095/19 SUBJ: ASSIGNMENT YEAR 2020 (AY20) SPECIAL STAFF ASSIGNMENTS REQUIRING EARLY E-RESUME SUBMISSION A. ALCGOFF 067/19, ASSIGNMENT YEAR 2020 OFFICER ASSIGNMENTS KICK OFF TIMELINES,COMMUNICATIONS, AND OUTREACH 1. AY20 offers many assignment opportunities for officers seeking selection to Special Staff and Liaison positions. 2. Although there are other Special Assignments that will be advertised via the published shopping list that will be released in August, those listed below require early identification of candidates to accomplish necessary background investigations and interviews. The selection process for many of these assignments requires coordination with other government departments, agencies, and staffs at very senior levels. While some of these assignments may have particular operational career paths as a prerequisite, all require candidates with outstanding records of performance, exemplary military bearing, sharp appearance, and superb communication skills. Attache billets may require a lengthy language training period. 3. Posting of a job does not guarantee the incumbent will be transferred in AY20. 4. Officers applying for this billet should have a current SSBI or the necessary paperwork (i.e. SF-86) prepared, checked by their CSO/SSO, and submission ready. Common problems that cause significant delays in obtaining a clearance include members holding dual citizenship, foreign national spouse, or significant financial (bankruptcy) issues. Officers requesting billets that require a clearance shall note in their e-resume comments that they either have the necessary clearance or that the required paperwork is ready for processing. Note 2: Members assigned to this billet will receive orders for one year. Note 3: This assignment is for a one year language training tab in Washington, DC. Expect a 3 year obligated service assignment to LANTAREA IPS-Foreign Port Assessments or CG Activities Europe in the summer of 2021. Note 4: DLAB scores are required and should be entered into DA by the member's servicing SPO prior to e-resume submission. It is recommended mbrs include DLAB scores in their e-resume comments. 5. Interested candidates should submit an e-resume by 24 Jul 2019. For candidates not tour complete in AY20, the e-resume must include a Command Endorsement for early rotation addressing backfill requirements. Candidates currently afloat or deployed and unable to access Direct Access may request consideration via e-mail, message, or by phone. 6. E-resume procedures: All candidates must apply in DA, as outlined in Ref A, using the e-resume link, found by following Main Menu - CG AD Self Service: Employee - Tasks - PCS eResumes. Once there, enter your desired search criteria to obtain a list of open billets. Search criteria can include State, Job Code, Position Number, etc. If unsure of the specific criteria, click on the magnifying glass to the right of the search box to determine eligible values. Fields such as Job Code and Job Family will narrow the search results based on rank and component (officer, enlisted, etc). All AY20 assignments will be opened and shopped using the PCS eResumes link. A PCS eResume user guide with step-by-step guidance can be found at https://cg.portal.uscg.mil/units/ppc/RoboHelp/DAGP/index.aspx#t=Whats_New.aspx under the PCS Transfer tab on the left side of the page. 7. Any future AY20 e-resume submissions should include previously requested special assignments ranked in the order of preference among member's total billet choices. Because of the competitive nature of these positions it is highly recommended that officers submit a second e-resume when the full shopping list is published OOA 01 August 2019. 8.
