SUBJ:  SAR MISSION COORDINATOR (SMC) AND ACTIVE SUSPENSION (ACTSUS) AUTHORITY
DESIGNATION UPON CHANGE OF COMMAND
A. U.S. Coast Guard Addendum to the United States National Search and Rescue
Supplement (NSS) to the International Aeronautical and Maritime Search and Rescue
Manual (IAMSAR), COMDTINST M16130.2 (series)
B. United States Coast Guard Regulations 1992, COMDTINST M5000.3 (series)
1. This ACN revises REF (A) to reflect the following information: Required reissuing
of designation letters upon change of command found in section 1.2.2.3 (b) and
paragraph 3.8.3.1.(a).1 of REF (A) is cancelled. Per REF (B), rules orders, and
instructions that are issued by a responsible officer or official remain in effect
upon the relief of that officer or official unless they are specifically cancelled
or superseded.
2. REF (A) required the designation of each SAR Mission Coordinator (SMC) within the
District and Sector be reissued upon change of command of the SAR Coordinator (SC)
or Sector Commander. REF (A) also required the designation of each individual with
Active Case Suspension (ACTSUS) authority be reissued upon change of command of the
SAR Coordinator or Sector Commander.
3. A review of REF (A) was conducted and it was determined that the policy regarding
the requirement of SC’s and Sector Commanders to reissue designation letters upon
change of command is no longer required. Designation as SMC or an ACTSUS authority
is based on training and experience, not solely the member’s position within the
chain-of-command. A designated SMC or an ACTSUS authority shall meet the training
and knowledge requirements outlined in REF (A) and an appropriate entry shall be
made in the training management system upon designation.
4. These changes will be incorporated into the next revision of REF (A), which will
be released within the next year.
