SUBJ: 2019 LEAGUE OF UNITED LATIN AMERICAN CITIZENS (LULAC) EXCELLENCE IN
SERVICE AWARD RECIPIENT
1. I am honored to announce and congratulate Petty Officer (PO) Carlos B.
Figueroa, Coast Guard Air Station Miami as the winner of the 2019 LULAC
Excellence in Service Award. The award recognizes outstanding individuals
or teams who advance diversity, education, economics and health in communities
with large under-represented populations.
2. PO Figueroa has consistently promoted excellence in public service within
the Hispanic community by supporting diversity, health and well-being, and
education. PO Figueroa founded the Air Station Miami Parent Support Group in
response to a critical need to assist families enrolled in the Coast Guard
Special Needs program. The objective of the group is to equip parents
with the knowledge necessary to facilitate state-of-the-art, appropriate
care for their children who have special needs and to connect CG families
with each other, providing valuable support through shared experiences. As
an HC-144 aircraft Mission System Operator, PO Figueroa flew 170 hours
during maritime homeland security deployments throughout South Florida and
the Caribbean basin, which resulted in the completion of nine law enforcement
missions and four search and rescue cases with seven lives saved.
3. I commend PO Figueroa for his outstanding contributions, achievements,
and service. He will be officially recognized at the Fighters of Freedom
breakfast on Thursday, July 11, 2019 at the LULAC 90th National Convention in
Milwaukee, WI.

recognition of members' accomplishments and contributions to civil rights,
equal opportunity, minority communities, and Partnership in Education (PIE)
