SUBJ: 2019 CAPTAIN DOROTHY STRATTON LEADERSHIP AWARD RECIPIENT
1. I am pleased to announce that LTJG Michaela Mckeown, currently assigned to
USCGC JOHN MCCORMICK, Ketchikan, AK, is the recipient of the 2019 CAPT Dorothy
Stratton Leadership Award.
2. The Captain Dorothy Stratton Leadership Award was established in 2001 and
is named in honor of the first Director of the Women's Reserve (SPARS) during
World War II. The Captain Dorothy Stratton Leadership Award recognizes a woman
officer, active duty or reserve, in the pay grades of W2 through O4 who has
demonstrated exceptional leadership.
3. LTJG Mckeown was recognized by her command for her inspirational and innovative
leadership. She made significant efforts that resulted in the improvement of work
conditions and the quality of life for her peers and subordinates. This award will
be presented at the 32nd Annual Joint Women's Leadership Symposium in
Washington, D.C., on August 22-23.
4. LTJG Mckeown is assigned as the Operations Officer aboard USCGC JOHN MCCORMICK,
a Fast Response Cutter (FRC) homeported in Ketchikan, Alaska. She is a certified
Alaska Living Marine Resources (LMR) Boarding Officer, Deck Watch Officer, and
Inport Officer of the Day. She also serves as a Victim’s Advocate and a Crisis
Incident Stress Management Peer. LTJG Mckeown plans and executes daily operations
for the 25-person crew, performing Search and Rescue and Law Enforcement operations
throughout Southeast Alaska. She developed comprehensive patrol plans to maximize
operational efficiency, skillfully pacing the cutter through over 2,500 underway
hours, while deftly balancing critical training needs and crew morale. Her
significant efforts positioned the ship to lead all District 17 cutters in federal
fisheries regulations and boardings. She was a driving force behind the unit’s
operational success, and crucial to the ship earning the 2018 Coast Guard Alaska

5. This year, twenty-three Coast Guard members were nominated for this prestigious
leadership award. Each nominee demonstrated inspirational, innovative, and
imaginative leadership and mentorship while making significant contributions to
improve the Coast Guard. I commend our nominees for their exemplary service and
extraordinary accomplishments. Each nominee brings great credit to the Coast Guard,
they embody the definition of a leader, and are well deserving of this prestigious
recognition.
