SUBJ:  REIMBURSEMENT OF SPOUSE STATE LICENSE AND CERTIFICATION COSTS
A. FY 2018 National Defense Authorization Act (Public Law No. 115-91),
Section 556, 131 Stat.1403-1405
1. This ACN announces the policy and procedures to reimburse a member of the
armed forces for qualified relicensing costs of a spouse due to relocation from
another state due to PCS orders. This is another step in reducing the financial
burden of transitioning from duty station to duty station within the United States
for our Coast Guard Family members.
2. REF (A) authorized the armed forces to reimburse members, serving on active duty,
the spouse licensure costs when the spouse relocates at Government expense from a
duty station in one state to a duty station in another state. This reimbursement is
retroactive to all assignments with an effective PCS departure date after 12 Dec 2017.
3. A member with a spouse in receipt of a PCS order within the United States which
includes the 50 states, U.S. territories, and the District of Columbia may be
authorized qualified relicensing costs. The term “qualified relicensing costs” means
costs, including examination and registration fees, that are imposed by the state of
the new duty station to secure a license or certification to engage in the same
profession the member’s spouse engaged in while in the state of the original duty
station. These fees must have been paid or incurred by the member or spouse to secure
the license or certification from the state of the new duty station after the date on
which the orders directing the reassignment are issued.
    a. Reimbursement shall be the lesser amount between total fees paid and the
maximum reimbursable amount of $500. This is a one-time reimbursement in connection
with each reassignment.
    b. The authority to provide reimbursement expires on 31 Dec 2022 in accordance
with the REF (A).
