SUBJ: FY20 COAST GUARD EMERGENCY MANAGEMENT BASIC ACADEMY APPLICATION PROCESS
1. The Office of Emergency Management and Disaster Response (CG-OEM) and
District Five Planning and Force Readiness (dx), present an exciting
opportunity to attend the Emergency Management Institute’s (EMI) National
Emergency Management Basic Academy (NEMBA).  This training is offered by the
Coast Guard in partnership with the Virginia Department of Emergency Management
(VDEM). This ALCOAST provides detailed application requirements.
2. This offering is a pilot program for the Coast Guard. In the past, Coast
Guard members have attended and graduated EMI’s resident basic and advanced
academies at the Emmitsburg campus one or two members at a time. Hosting the
course at a Coast Guard unit increases the Coast Guard’s attendance per convening,
and in this case allows for 20 Coast Guard students. This training opportunity is
in line with the Commandant’s Strategic Guidance 2018-2022 priority 3.1.1 Lead in
Crisis and 3.1.2 Intensify Integrated Emergency Management Planning and Execution.
3. Applicants will submit proof of completion of the following online, prerequisite
courses with the application package. No waivers will be granted as this is a FEMA
requirement. These courses are all available on EMI’s website and will require a
student identification number (SID), see para 8.D:

   A. IS-100.c: Introduction to the Incident Command System.
   B. IS-120.c: Introduction to Exercise.
   C. IS-200.c: ICS for Single Resources.
   D. IS-230.d: Fundamentals of Emergency Management.
   E. IS-2235.c: Emergency Planning.
   F. IS-240.b: Leadership and Influencing.
   G. IS-241.b: Decision Making.
   H. IS-242.b: Effective Communication.
   I. IS-244.b: Developing and Managing Volunteers.
   J. IS-700.b: National Incident Management System.
   K. ICS-800.c: National Response Framework.
4. Officers and enlisted members must have two years remaining in service at time
of enrollment. Civilians must have at least on year in service at time of enrollment.
5. Primary target audience for this convening is: currently serving Sector/MSU
Emergency Management/Preparedness/IMD/Planning Specialists. Secondary target audience
for this convening is: members holding at least a Type 3 qualification for Incident
Commander, Planning Section Chief, or any Planning Section Unit Leader, and holding
a current assignment to such on a Sector/MSU IMT roster.
6. CG/VDEM NEMBA dates:
   A. Week 1: 28 OCT – 01 NOV 2019, Foundations of Emergency Management (E101).
   B. Week 2: 27-30 JAN 2020, Homeland Security Exercise and Evaluation Program
Training (E146) and Public Information and Warning (E105).
   C. Week 3: 23-27 MAR 2020, Science of Disaster (E102) and Planning (E103).
   D. In order to attain maximum return on investment, members, and their commands,
must commit to attend all of the three one-week convenings via a command endorsement.
7. The training site will be in the Virginia Modeling Analysis & Simulation Center,
1030 University Blvd, Suffolk, VA 23435.
8. Applications shall follow the guidance below. Timely and complete submission of
application packages is critical.
   A. Application deadline: 16 AUG 2019 at 1600 EDT.
   B. Slating will take place during the week of 26 AUG 2019. Primary and alternate
selections will be announced via ALCOAST .
   C. Include a board view employee summary sheet, or course completion certificates
from FEMA, indicating completion of all prerequisites. If applying under 3.D.
secondary target audience, include proof of Type 3 Qual and IMT Roster Placement.
   D. Include a completed FEMA form 119-25-1 which requires a Student Identification
(SID) number for blocks 3 and 16. Form is located:

   E. Include an emailed command endorsement from Unit Deputy/XO acknowledging the
commitment to attend all three convenings.

9. Each Session of NEMBA will be funded by the Office of Emergency Management and
Disaster Response (CG-OEM).
