1. This ACN announces the promulgation of REF (A) and the new Environmental Planning
Implementing Procedures (EP IP). REF (A) and the EP IP replace REF (B), which is
now cancelled.
2. REFs (C) and (D) require every federal agency to analyze the potential environmental
impacts of their proposed actions on the human environment within the United States. REFs (C)
and (D) apply to Coast Guard actions in the United States including U.S. territories and
possessions, the 12 nautical miles (NM) of U.S. territorial sea and in limited circumstances,
Antarctica. REF (E) requires every federal agency to analyze the environmental impacts of its
actions abroad on the natural and/or physical environment. REF (E) applies to Coast Guard
actions that may or will significantly harm the natural and/or physical environment in the
U.S Exclusive Economic Zone (EEZ), the global commons (high seas or Antarctica), a foreign
nation landward of their coast, and/or the EEZ or territorial sea of a foreign nation
(actions abroad). REF (F) requires the Coast Guard to have a NEPA policy that aligns with
REFs (F) and (E) requires the Coast Guard to have policy and procedures in place to meet
the requirements of REF (E). REF (A) and the EP IP replace REF (B) in order to
update and revise our NEPA policy to align with REF (F) and to provide new policy and
procedures to address the requirements of REF (E).
3. The Office of Environmental Management (CG-47), is offering three briefings summarizing the
new content in REF (A) and the EP IP via the Skype online meeting tool in Microsoft Outlook.
The briefings will be approximately one hour which includes time for a short question and
answer session. The maximum number of attendees for each session will be 50. Once 50 attendees
register for a session, the session will close. The Shore Infrastructure Logistics Center (SILC)
is sponsoring an Advanced Environmental Management Course at two locations this year: one in
Norfolk, Virginia from 20 August to 22 August and one in San Diego, California from 17 September
to 19 September. This course will also cover the new content in REF (A) and the EP IP. If you
plan to attend the Advanced Environmental Management Course, you do not need to attend a
COMDT (CG-47) sponsored briefing.
