SUBJ: UPDATED CIVIL RIGHTS MANUAL COMDTINST M5350.4D
A. U.S. COAST GUARD CIVIL RIGHTS MANUAL, COMDTINST M5350.4 (SERIES)
1. This ACN announces the release of REF (A).
2. The Civil Rights Manual provides updated policy and guidance for Coast Guard Military Equal
Opportunity (EO) and Civilian Equal Employment Opportunity (EEO) programs.
3. All Coast Guard Unit Commanders, Commanding Officers/Officers-in-Charge, Deputy/Assistant
Commandants, Judge Advocate General and Chief Counsel, and Chiefs of Headquarters Staff Elements
shall comply with the provisions of this Manual.
4. With the release of this Civil Rights Manual, the previous Civil Rights Manual,
COMDTINST M5350.4C. is canceled.
5. Significant changes in the updated Manual include:
    a. Anti-Harassment and Hate Incident reporting requirements.
    b. Added cultural observances.
    c. Reasonable accommodation procedures, and the new requirement to provide personal
assistance services for qualified persons with disabilities.
    d. Whistleblower Protections for military and civilian personnel.
6. No paper distribution will be made of this Commandant Instruction. Official distribution is
electronically available at the following website:
