SUBJ: SENIOR EDUCATION AND FELLOWSHIP PANEL (SEFP) PHASE I - 
CANDIDATE MESSAGE
A. PY20 Schedule of Officer Personnel Boards and Panels,
PSCNOTE 1401
1. As noted in Ref A, SEFP Phase I will be conducted 15-19 July 
2019 to screen eligible candidates for selection to the 
Secretary Of Defense - Corporate Fellows Program (SDCFP) and the 
Council on Foreign Relations (CFR) fellowship.
2. These programs offer exceptional experience that will serve 
officers well in the most challenging segments of the Coast 
Guard. Follow-on assignments for participants will be at the 
discretion of the Vice Commandant but will likely target 
positions such as Area/District Chief of Staff, principal deputy 
or similar positions that will posture the member for strong 
Flag consideration. Amplifying program info is provided below. 
    A. SDCFP: Washington, DC. A senior-service level program 
where attendees are exposed to the latest trends in Corporate 
America relating to change management, adaptive and 
collaborative structures, knowledge management, the virtual 
workplace, and how to leverage the best of new technologies and 
human intellect. SDCFP officers are exposed to leading edge 
businesses reshaping organizational structures and methods of 
operations to provide innovative and competitive advantages, and 
they are able to glean the best of change, innovation, and 
leading edge business practices that could be implemented to 
transform the Services. SDCFP officers produce a final written 
report and provide group briefings to Secretary of 
Defense/Deputy Secretary of Defense, Service Secretaries and 
Chiefs, and over three dozen other senior OSD and Service 
leaders. Eligibility requirements are listed in paragraph 11.a

    B. CFR: New York, NY. An independent, nonpartisan membership 
organization, think tank, and publisher devoted to a better 
understanding of the world and the foreign policy choices faced 
by the U.S. and other countries. The program exposes selected 
officers to a wide variety of strategic issues affecting U.S. 
foreign policy development, international relations, and 
economic security. Fellows participate in CFR membership 
programs, meet with CFR members and staff, and engage in 
research and studies. The CFR Studies Program fosters 
independent research leading to published articles or reports, 
roundtable and panel speaking opportunities, and briefings 
apprising senior USCG and DHS leaders of significant 
developments and emerging views on homeland security, economic, 
and policy issues within the CFR. Fellows also assist in 
arranging several politico-military trips for CFR members during

3. All captains meeting the eligibility criteria listed in Ref A 
will be automatically screened. Additionally, officers reaching 
their mandatory separation date 1 July 2020 or earlier will not 
be screened.

5. Officers who believe their names have been mistakenly omitted 
or any of the above candidates that do not desire selection for 
this fellowship should immediately contact the POC listed in 
paragraph 9 via email. 
6. Waivers to screen will be considered for non-tour complete 
captains who are not in command cadre positions and who will 
have completed at least two years in their current assignment by 
15 Sep 2020. Time in grade waivers and waivers for members who 
have not held O6 command will also be considered. Officers 
requesting a waiver to screen should immediately contact the POC 
listed in paragraph 9 via email, with a Flag endorsement 
attached, to request inclusion in the candidate pool. The POC 
will facilitate waiver requests with PSC-OPM; waivers must be 
received by Friday, 21 June 2019. 
7. Members selected for these prestigious fellowships will not 
incur additional obligated service. 
8. Candidates should act now to ensure their Employee Summary 
Sheet (ESS), contact information in Direct Access (DA), and 
Electronically Imaged Personnel Data Record (e.g., OERs, Record 
of Professional Development (CG-4082), and academic transcripts) 
are updated and complete.
