Tactics, Techniques, and Procedures (TTP), CGTTP 3-17.4
1. This ACN updates operational readiness reporting requirements for Coast Guard units
with Title 10 reporting responsibilities.
2. Units with readiness reporting requirements:
    a. The following cutter classes: WAGB (POLAR and HEALY class Ice Breakers), WMSL,
WHEC, WMEC (270, 210), WPC (154), WPB (110), and WLB (225).
    b. Both MFPUs.
    c. All Deployable Specialized Forces (DSF) units.
3. The Coast Guard has been required to report readiness to DOD for the last 40 years.
Over that time, several different reporting tools have been used, including Global Status
of Resource & Training (SORTS), CG-Resource and Capabilities Evaluation System (CG-RACE),
and Defense Readiness Reporting System-Navy (DRRS-N). Other Services have also had
reporting requirements, and have used different reporting tools. REF (A) mandates that
all Services report readiness info, based on established Mission Essential Tasks found
in REF (B), using one system: the Defense Readiness Reporting System-Strategic (DRRS-S).
4. Both PAC and LANT concur that the new reporting requirement will begin NLT 15JUL2019;
however, units may start using the new reporting tool immediately.
5. The CG Required Readiness Reporting System (CG-RRR) leverages an end-user tool designed
to provide the necessary information to DOD stakeholders while maintaining effective and
efficient readiness reporting within the Coast Guard. It is similar to the CG-RACE and
DRRS-N reporting tool currently in use, with less burden on operational units. A full
readiness report can be prepared for a unit CO’s review in less than 15 minutes.
6. Reports must be submitted according to long-standing guidelines in REFs (C) and (D):
    a. Within 24 hours of a change in status that cannot be corrected with 72 hours.
    b. No greater than once every 30 days.
7. FORCECOM (FC-A) will continue to collect CG-RRR data and enter it into DRRS-S.
8. The CG-RRR reporting tool is available at:
https://cg.portal.uscg.mil/units/FC-A/FC-AA/SitePages/Home.aspx. Additionally, any unit
can contact FORCECOM Assessments (FC-A) readiness reporting team via the POC listed in
Paragraph 11. below, to obtain the reporting tools and receive training and education on
reporting processes.
9. REF (E) is the most current readiness reporting guidance. It will be
superseded once a TTP for CG-RRR is promulgated after 1 OCT 2019. REF (B) will be updated
to reflect these changes, which will be released within the next year.
10. FORCECOM remains committed to a reduced reporting burden on operational units,
increased understanding of reporting trends, and full support to operational commanders.
