1. The Commandant has approved the report of the Chief Warrant Officer 
(CWO) Appointment Board convened on 1 April 2019, the appointment 
eligibility list and respective cuts and predictors are effective 1 
June 2020 through 31 May 2021, pending the Secretary’s approval. It 
should be noted that if the previous year's list for a specific 
specialty has been exhausted, appointments may be made prior to the 1 
June 2020 effective date to meet the needs of the Service. The cuts 
and predictors will be reviewed on a quarterly basis and adjusted as 
necessary. Candidates who appeared before this board, but have since 
accepted appointments as a result of their eligibility from last 
year's list (PY18), do not appear below.

3. Candidates whose names appear at or above the cut for each 
specialty are guaranteed to be offered an appointment as vacancies 
occur. Candidates whose names appear at or above the cut who have not 
been appointed by the time this list expires on 31 May 2020 will be 
automatically moved to the top of the following year's eligibility 
list, ahead of new candidates. Candidate’s whose names appear at or 
above the predictor, but below the cut, are not guaranteed appointment 
to warrant grade and should be prepared to re-compete in next year's 
(PY20) CWO Appointment Board. 
4. Candidates not currently under PCS orders whose names appear at or 
above the predictor will be considered tour complete in their current 
assignment. These members will not be reassigned as enlisted members 
during Assignment Year 2019 until the initial round of CWO 
appointments is concluded. Members will be released by OPM for 
assignment to enlisted billets after the predicted CWO vacancies have 
been filled. Subsequent changes in the CWO workforce may result in 
enlisted members being offered appointment throughout the period that 
the eligibility list remains valid, even though the member may be 
either in receipt of or have executed enlisted PCS orders.
5. Assignment Officers (AOs) are as follows:
   a. CWO John Caicedo until June 28, 2019.  After June 28, 2019 
contact CWO Albert Peralta at 202-795-6453 for AVI, DIV, ELC, F&S, 
INF, INV, ISS, MAT, MED, PERS, WEPS, and GENDU.          
   b. CWO Hailie Brown until June 25, 2019.  After June 25, 2019 
contact CWO Bryan Kaseman, at 202-795-6462 for BOSN, ENG, ISM, MLES, 
MSSD, MSSE, and OSS.          
6. Personnel on the eligibility list should not submit an e-resume at 
this time. A shopping list for new appointees will be issued by the 
appropriate AO listed above via email in late December or early 
January. 
7. Per Article 3.A.13.d.(1) of Ref A, those candidates whose names 
appear at or above the cutoff for appointment to warrant grade or 
whose names appear below the cutoff but who are subsequently offered 
appointment to warrant grade are not eligible for advancement to E-7, 
E-8, or E-9. Recommendation of these members for advancement to E-7, 
E-8, or E-9 will be invalidated and their names will be removed 
automatically from the established enlisted advancement eligibility 
list 60 days after the release of this message, unless they have 
notified both PSC-OPM and PSC-EPM of their intention to decline 
appointment to chief warrant officer.
8. Candidates who decline appointment or voluntarily elect to remove 
themselves from the eligibility list are not eligible to re-compete 
for appointment as follows:
   a. Candidates who elect to remove themselves from the eligibility 
list within two weeks of the date time group of this message are not 
eligible to compete for two years.
   b. Candidates who either decline appointment or elect to remove 
themselves after the two week period are not eligible to compete for 
five years. 
9. Commanding Officers must ensure that the administrative remarks 
entry (CG-3307) is prepared and entered into the member's 
Electronically Imaged-Personnel Data Record (EI-PDR) as required by 
Article 8.F.2.c of Ref A, for candidates who decline appointment or 
elect to remove themselves from the eligibility list. 
10. As per Article 8.C.4.b of Ref A, Commanding Officers must ensure 
candidates meet commissioning physical requirements and are in 
compliance with established weight and body fat standards set forth in 
Ref D. Commissioning physicals should be completed by those candidates 
that are above the cut. Physicals are good for one year from the date 
of completion.  Report of Medical Examination, DD2807 and DD2808, 
should be forwarded to CWO Claricia Gautier at 
Claricia.Gautier@uscg.mil once approved by your clinic administrator.  
Annual periodic health assessments (PHAs) do not satisfy commissioning 
physical requirements for CWO appointment. Candidates are also 
reminded that normal color perception is a commissioning physical 
requirement for the following specialties: AVI, BOSN, ELC, INV, MED, 
WEPS, ENG, ISM, MLES, and OSS. The INV specialty additionally requires 
normal hearing. Exceptions to these requirements are outlined in 
Article 3.A.12.a of Ref B.
11. Members found not fully-qualified during the PY19 CWO Appointment 
board are not eligible to apply for two years per Article 3.E.11 of 
Ref A.

The deadline for completing all eligibility requirements in order to 
be considered by this board is 1 January 2020. All members desiring 
appointment to warrant grade should review Article 3.B of Ref A, Ref 
C, and begin working on their application packages now to ensure that 
they meet all eligibility requirements and timelines. Ref C is

specific Appointment Board process timeline will be announced via 
separate message.
