1. This ACN announces the plan to equitably manage Special Needs Program (SNP) caseloads
between the Health Safety and Work Life Regional Practices (HSWL-RP) and their Family
Resources Specialists (FRS).
2. Special needs case record transfer requirements per paragraph 9(j)(1)(q) of REF (A)
and REF (B) were suspended until the special needs working group developed a system for
equitable distribution of case records, which is now ready for implementation.
3. Special needs case records will remain with one FRS for the life of the case, and
will no longer be transferred among the FRSs due to service member relocations. In some
situations, case records may be transferred upon request to their HSWL-RP or HSWL-Service
Center (SC).
4. During the AY19 Summer Transfer Season, some special needs case records will still be
transferred to a new permanently assigned FRS. Members will be notified if their case record
is transferred and will be managed by a new FRS.
5. Service members will still be able to enroll in the Special Needs Program through a
local HSWL-RP FRS, who will accept and process enrollment forms. The HSWL-SC will then
assign new enrollees to a FRS based on the volume of caseload in each Regional Practice,
the category of cases, and in some instances the location of the family members.
6. This policy change will be reflected in the next revision of REF (A), which will be
released within the next year.
