C. Coast Guard Configuration Management (CM) Manager's Handbook
1. This ACN announces the promulgation of REF (A) and cancellation of REF (B).
2. This Instruction establishes the CG CM Policy and shall be used as the principal policy
document for leading, governing, integrating, and managing all CM functions throughout the
CG enterprise and shall be used in concert with REF (C).
3. REF (A) addresses high-level CM requirements and provides Coast Guard CM Policy and
responsibilities.
4. REF (C) provides detailed guidelines to the CG CM workforce on how CM requirements are to
be met and how to execute CM. CM Manager's Handbook addresses the application of CM for all
Configuration Items (CI's), and establishes an orderly process to document, verify and control
system configuration changes.
5. CM facilitates readiness for efficient, effective CG operations. Successful Life Cycle
management is predicated on a sound CM program. Effective CM, along with Total Asset
Visibility (TAV), Bi-Level support, and a single point of accountability through product line
management are fundamental to the overall success of CG's Mission Support Business Model.
As new programs such as the OPC, PSC, CG-LIMS, etc., are developed and enter service, and as
Ship Lifecycle Extension Programs (SLEPs) and modernization programs continue to be performed,
it is vital that a strict CM process is followed and maintained. Moreover, CM applies
throughout our organization from directives and publications, assets, and C5IT, to uniforms,
training systems and personnel management. Operational Commanders, Mission Support Commanders
and Program Managers at each and every level have the critical responsibility for establishing
and maintaining CM in their AOR.
No configuration changes shall be implemented without proper authorization through a CCB
approval process. All CG units shall continue to work together to improve the responsiveness,
visibility and effectiveness of CG CM program and configuration control processes.
6. The Configuration Management Division, COMDT (CG-444) is the Technical Authority (TA) over
CM. COMDT (CG-444) performs oversight on CM activities and maintains REF (A) and REF (C).
Recommendations for improvement or corrections shall be submitted to COMDT (CG-444).
7. Computer based CM Basic and CM Familiarization Trainings are made available through
COMDT (CG-444) portal site at:
https://cg.portal.uscg.mil/units/cg444/SitePages/CG-444_Home2.aspx click on "CM Training"
under "Libraries". CM workforce is encouraged to take the computer based CM trainings and
may request up to one hour duty time for each per year. Such duty times shall be requested
and approved in advance by their supervisors.
8. CM certification SOP is published and CM certification process utilized. CM workforce is
encouraged to participate in CG certification process and receive CM competency.
9. "CM Assessment Desk Guide" is published and CM assessment process is established.
COMDT (CG-444) will reach CG units to schedule and conduct CM assessments.
