2020 KICK OFF

1. This SITREP kicks off AY20 for the Electronic Technican (ET) rating.
ETs tour complete in AY20, those above a SWE cut for the next pay grade,
in a pay-grade to billet mismatch, or double encumbered should all expect
to rotate in AY20. Per references (A) and (B), all members are encouraged
to review the ET portal page, particpate in career counseling, and sign up
for webinars/road shows to ensure complete visibility on assignment processes
and expectations.
2. Early Assignments:
a. The early assignment process provides members sufficient time to complete
required pre-arrival "pipeline" training per reference (C) prior to executing
PCS orders to afloat and certain ashore positions. This process has many
advantages including increasing readiness and minimizing time spent
TDY completing training during in-ports after transfer.
b. Beginning August 1, 2019 through September 06, 2019, the early assignments
shopping list will be published and available in Direct Access. All members
outlined in paragraph 1 are encouraged to particpate in this process to
maximize their chances of earning a desired position.
c. Members who earn an assignment during this process will be notified
NLT October 18, 2019.
3. General Duty Assignments:
a. IAW reference (D), offical general duty ET assignments list will be
published on September 27, 2019. This list will be periodically updated
to include any assignments still available after completing the early
assignments slating process.
b. All members outlined in paragraph 1 who did not compete or earn an
early assignment shall submit an E-resume IAW reference (D). 
4. General Information:
a. All members are reminded to review the assignment factors listed in
reference (E).
b. Members who have less than 3 years rated sea time and/or are priority 4 or 5
are highly encouraged to take advantage of the early assignment process.
c. Members requesting instructor positions, extentions, and independent duty
are reminded their e-Resume must contain a command endorsement as per
reference (E).
d. PATFORSWA: Information containing specifics for assignment to PATFORSWA
will be sent SEPCOR.   
5. Timelines:
   01 May - 31 Aug: Career Counseling
   01 May - 31 Aug: Commands/AOs conduct Personnel Allowance List (PAL)
   validation.
   01 Aug: Early Assignment list published in Direct Access.
   31 Aug: Command concerns (COMCONs) due.
   06 Sep: Early assignment e-Resumes due.
   09 Sep - 18 Oct: AO slates early assignments.
   09 Sep - 25 Sep: Unofficial ET general duty shopping lists published/commands
   validate shopping list.
   27 Sep: General duty shopping lists published.
   28 Oct: General duty shopping list updated to include remaining early assignment
   positions.
   03 Nov: General duty e-Resumes due.
   04 Nov - 31 Mar: AO slates general duty and remaining early assignment
   positions.
