1. This ALCOAST establishes policy and procedures for Coast Guard reservists
who want to voluntarily waive their individual mobilization dwell time in
order to accept active duty orders as outlined in Reference (A). References
(B) and (C) establish overall policy for ordering units and members of the
Reserve Components to involuntary active duty. Reference (c) clarifies dwell
requirements for involuntary mobilization.
2. Reservists who want to voluntarily waive their individual mobilization dwell
time to accept active duty orders must be properly counseled by the
mobilization authority and their consent documented on an Administrative Remarks
(CG-3307) form that shall be stored permanently in the member’s Personnel Data
Record. A template CG-3307 form entitled "AT-12 Dwell for Involuntary
Mobilization" was created specifically for this purpose, and must be used.

3. A signed CG-3307 shall:
   a. validate that the member has been properly counseled on their rights
concerning dwell within law and policy;
   b. confirm that involuntary active duty orders were issued with the consent
of the member;
   c. be filed in the member’s Electronically Imaged Personnel Data
Record (EI-PDR).
