SANTA RITA, Guam — Luis R. Hofschneider of San Jose, Tinian, is one of 31 applicants across the nation who received a primary selection for the Coast Guard's College Student Pre-Commissioning Initiative (CSPI) program in 2018. Having completed the Coast Guard's 53-day recruit training, the University of Guam junior began his first semester under the program last fall. Once Hofschneider graduates from UOG, he will receive a guaranteed commission as an officer in the U.S. Coast Guard after completing the 17-week Officer Candidate School training.
 
"While being in the CSPI program, I can finish my undergraduate degree while also gaining valuable Coast Guard experience at local units," said Luis. "The education, training, and exposure I am currently receiving while in the program will undoubtedly be highly beneficial as I embark on my journey toward becoming a commissioned officer in the United States Coast Guard.
 
He is the son of Freddy U. Hofschneider Jr. and Rinenta R. Hofschneider and the youngest of five siblings. His older brother Lt. Freddy Hofschneider III is also serving in the U.S. Coast Guard.
 
"CSPI students are E-3 officer trainees (OT) and receive all pay and benefits as an E-3 in addition to the scholarship element," said Chief Petty Officer Todd Roys, recruiter-in-charge, Recruiting Office Honolulu. "Schools in the Guam CNMI Saipan area qualifying for the CSPI program are, Northern Marianas College, Saipan, University of Guam, Mangilao, Guam, and Pacific Islands University, Mangilao, Guam. Most colleges in Hawaii also meet the criteria for CSPI. This program is a great way to pay for college and become a commissioned officer all while bringing greater variety and experience to our Service.
 
CSPI is a scholarship program designed for college juniors and seniors who demonstrate a high caliber of academic and leadership excellence. Students who receive acceptance into this scholarship program will be enlisted into the U.S. Coast Guard, complete basic training during the summer, and receive full funding for up to two years of college.  Funding includes not only payment of tuition, books, and fees, but a full-time Coast Guard salary as a Seaman Apprentice, housing allowance, and medical benefits. Selectees must participate in four hours of weekly Coast Guard duties during the school year and some additional training during breaks. Only eligible to students attending or accepted to accredited colleges or universities designated as a Minority Serving Institute (MSI), the CSPI program provides hands-on training to students who have a desire to succeed.
 
CSPI is one of several programs to become an officer in the U.S. Coast Guard. Personnel from the Coast Guard Academy, including Lt. Hofschneider, will be in Saipan, Tinian, and Rota April 22 to 30.
