1. This ACN announces the release of a new revision of the Civilian Awards Manual, REF (A).
2. No paper distribution will be made of this Manual and it is electronically viewable on
CGPortal at: https://cg.portal.uscg.mil/library/directives/SitePages/Home.aspx and on the
internet at: http://www.dcms.uscg.mil/directives.
3. This is a complete revision of REF (A). There are a significant number of changes. All
statutory, regulatory, and programmatic changes since the previous edition have been made
to the Manual. Additionally, the Coast Guard Civilian Employee of the Year Award (CEOY),
COMDTINST 12451.2A, REF (B), is obsolete and is consolidated into the Civilian Awards
Manual and is hereby cancelled.
4. Commands are encouraged to ensure wide dissemination of this ACN. Additional
information will be disseminated in Advisory Notices from Civilian Human Resources (ANCHR)
messages and via https://www.dcms.uscg.mil/civilianHR/Awards.
