1. All members are highly encouraged to pursue at least one Special Assignment
during their career. These career broadening assignments provide members
valuable opportunities to represent their Ratings, network, and learn about
other operational and mission support activities, making them ideal candidates
for future assignments to highly visibile leadership and management positions
(e.g. Silver Badge, OIC, School Chief).
2. Recruiters in Charge (RIC) lead a Recruiting Office charged with recruiting
the best applicants to fill the multi-mission and critical specialty
needs of the Coast Guard. RICs make daily decisions on how to bring in the
applicants most suitable to become a shipmate in our Service. Their efforts
shape the next generation of Coast Guard men and women. Recruiting Offices
recruit for active duty and reserve enlisted, and all non-Academy officer
programs. Along with recruiting duties, RICs are responsible for mission
planning, training, and administrative oversight of their recruiting offices.
They supervise 3-10 Production Recruiters and any officer trainees assigned
to their recruiting office. Prospective RICs should be energetic, demonstrate
infallible character and professionalism, and have strong leadership skills. 
The selection, motivation, and training of the recruiter work force is a top

4. Eligibility:
a. All AY20 and AY21 tour complete active duty E7 or E6 above the cut at
time of application who meet the minimum requirements outlined in Art. 1.E.2
and 1.E.7 of Ref (A) are encouraged to apply.
b. Members with folliculitis are eligible to apply.
c. Members desiring extensions shall notify their Command prior to
15 JUL 19 for inclusion in their Programs COMCONs.
5. Process/timeline:
a. NLT 17 MAY 2019: Standard applications are emailed to EPM-2 at
HQS-SMB-PSC-EPM-2-SpecialAssignments@uscg.mil and 'My Panel Submissions' are
submitted in Direct Access. 
b. OOA 20 MAY - 19 JULY 2019: CGRC interviews applicants.
c. 30 JULY - 2 AUG 2019: Selection panel convenes.
d. OOA 23 AUG 2019: Panel results released.
e. The expected report date is 01 JULY 2020.
6. Standard Applications: Members and Commands should pay close attention to
the requirements listed in the standard application found at Ref (B). Incomplete
or improperly formatted applications will be returned. Deadline extensions will
not be granted to correct errors.
7. The Special Assignments Officer will coordinate the release from rating process.
Applicants should not contact their detailer asking if they can be released from rate.
