1. This message solicits those MCPOs and SCPOs desiring assignment
as a Gold Badge Command Master Chief (CMC) or Silver Badge Command
Master/Senior Chief (CMC/CSC) in AY20. Gold and Silver Badge
Command Master Chiefs uphold the highest standards and traditions
of the United States Coast Guard, and these assignments are reserved
for outstanding individuals whose careers have displayed excellence
in mission execution, adherence to core values, and a keen
understanding of Coast Guard policies.
2.The CSEL is the direct representative to their principal on all
matters pertaining to efficient and effective management of day to
day activities in their area of responsibility (AOR). CSELs assist
and advise in enhancing policy, strategy, and outreach to the
workforce, serve as a liaison to the Command Master Chief (CMC) and
Chief Petty Officer (CPO) network and manage communications between
their principal and senior enlisted leaders throughout their AOR.
They must possess the communication skills necessary to push ground
truth feedback up and down the chain of command. These skills are
critical in building and maintaining a strong and effective Command
Cadre as well as enhancing a positive command climate.
3. Eligibility:
a. Open to Active Duty E8/9 members tour complete in AY20 or AY21 who
meet qualifications set forth in Ref (A) and (B) are highly encouraged
to apply.
b. Current Gold and Silver Badge CMCs/CSCs who are tour complete
in AY20 and desire a follow-on Gold or Silver Badge assignment or
extension are required to submit a complete standard application.
c. E8/9 members with approved retirements on file are not
eligible to apply. Short term HYT waivers are not available for the
sole purpose of competing in the process.
4. Process/timeline:
a. NLT 14 June 2019: Standard applications are emailed to EPM-2 at
HQS-SMB-PSC-EPM-2-SpecialAssignments@uscg.mil and 'My Panel
Submissions' are submitted in Direct Access. 
b. OOA 9 - 12 July 2019: Selection panel convenes.
c. OOA 1 Aug 2019: Panel results released.
d. The expected report date is 01 July 2020.
6. Standard Applications: Members and Commands should pay close
attention to the requirements listed in the standard application
found at Ref (C). Incomplete or improperly formatted applications
will be returned. Deadline extensions will not be granted to correct
errors.
7. The Special Assignments Officer will coordinate the
release from rating process. Applicants should not contact their
detailer asking if they can be released from rate.
