SUBJ: UNIFORM REPLACEMENT FOR PERSONNEL DEPLOYED IN SUPPORT OF SOUTHWEST
BORDER OPERATIONS
1. Personnel in direct support of Southwest Border Operations, and members impacted by
ongoing operations with permanent duty stations within the affected area can be authorized
replacement uniforms-in-kind, if their uniforms have been damaged and are deemed no longer
serviceable.
2. To facilitate replacement, a command point of contact (POC) shall be designated.  The
POC will serve as the link between the member and the Uniform Distribution Center (UDC).
The POC should have the authority to certify that member’s uniform(s) are no longer
serviceable and that the member is authorized replacement under this authority.  A UDC
developed spreadsheet shall be used by the POCs to submit uniform replacement requests.
It is located at the Uniform Home Page
(http://www.dcms.uscg.mil/Our-Organization/Assistant-Commandant-for-Human-Resources-CG-1/
Personnel-Service-Center-PSC/Personnel-Services-Division-PSC-PSD/Military-Uniforms-Branch-
PSC-PSD-mu/Uniform-Distribution-Center/). We anticipate that the majority of replacement
uniforms will be shipped to member’s duty station or home of record post-deployment.
3. Designated POCs should email the spreadsheet to Christopher.J.Moulton@uscg.mil with a
copy to Kevin.S.Watson@uscg.mil. Mr. Christopher Moulton is the UDC POC and can be reached
at (609) 861-7900.  CWO3 Watson is a Uniform Program Manager Assistant at PSC-PSD-mu and
can be reached at (202) 795-6655.  The spreadsheet contains PII and must be password
protected. Should unit POCs not have immediate access to email or internet, contact
Mr. Moulton to arrange alternate means to relay uniform needs.
4. The UDC will fill orders as top priority and ship to the address identified in
the spreadsheet.
5. Members who receive replacement uniforms from the government shall not seek additional
compensation through private insurance claims.
6. Released by CAPT G. T. Prestidge, Commander, Personnel Service Center.
