SERVICE AWARD WINNERS
1. I am honored to announce and congratulate Petty Officer (PO) Lawren K. Kanae from
the Coast Guard (CG) Personnel Service Center (PSC) and Lieutenant Commander (LCDR)
Rven T. Garcia from CG Pacific Area, Alameda, CA as the Service's recipients of the
2019 Federal Asian Pacific American Council Military Meritorious Service Award. This
award honors military members who have supported the Coast Guard mission,
significantly contributed to the advancement of Asian Pacific Americans and promoted
diversity and equal employment opportunity (EEO) in the Federal workforce.
2. PO Kanae is cited for superior performance as an outstanding CG representative in
promoting diversity and inclusion. While assigned to the Enlisted Personnel
Management Division, her diligence and commitment aided in countless decisions
regarding career advancements for over 32,000 enlisted members. Beyond her primary
duties at the PSC, she mentored over 50 personnel and actively served in numerous
high-level, highly visible leadership roles, while serving as the Executive
Secretary of the FAPAC, CG Chapter. Her expertise and innovative approaches were
instrumental in the planning of the annual Asian American Pacific Islander (AAPI)
event held at CGHQ, which increased cultural awareness of the heritage and
traditions of the Asian American Pacific Islanders' culture.
3. LCDR Garcia is cited for outstanding achievement as a leader in furthering
diversity and inclusion while serving as the Northern California FAPAC Chapter Vice
President. As such, LCDR Garcia instituted a successful program to renew focus on
the Chapter and membership growth. He demonstrated exceptional insight in building
partnerships with the FAPAC National Chapter, the USCG Affinity Group Council (AGC),
and the Asian Pacific American Institute for Congressional Studies. He also provided
exceptional access to professional opportunities to a total of 50 CG military
members and civilian employees. As the program coordinator for the 2018 AAPI
Heritage Month celebration, he solicited superior talent to showcase riveting
cultural performances, thus attracting a broad audience of over 500 CG members,
and representatives from the Mayor's Office of Alameda, CA. 
4. I commend PO Kanae and LCDR Garcia for their outstanding contributions,
achievements, and exemplary service. Their dedication, judgment, and devotion to
duty are most heartily commended and are in keeping with the highest traditions of
the CG. Both will be officially recognized and honored at the FAPAC award ceremony
during the National Leadership Training Program on May 16, 2019 in Huntsville, AL.
5. Civil Rights awards programs help maximize the Coast Guard's overall mission
effectiveness through recognition of members' accomplishments and contributions
to civil rights and equal opportunity in minority communities, and Partnership in
