SUBJ: COAST GUARD MWR UNIT AWARD PROGRAM OF THE YEAR
1. To recognize Morale, Well-Being, and Recreation (MWR) programs of all sizes and
improve unit readiness, retention, and overall resiliency of the Coast Guard family, the
Community Services Command (CSC) has developed an annual awards program. 
2. To ensure that there is comparable competition for the award, six categories have been
developed. These categories are:
    a. Large Unit Ashore: This category recognizes outstanding achievement in the
delivery of MWR programs and services at ashore locations with at least two fulltime
appropriated funded MWR employees as identified on the units Personnel Allowance
List (PAL). This includes all units with Child Development Centers.
    b. Medium Unit Ashore: This category recognizes outstanding achievement in the
delivery of MWR programs and services at ashore locations with at least one fulltime
appropriated funded MWR employee as identified on the units PAL or with Category B
or C MWR Activities.
    c. Small Unit Ashore: This category recognizes outstanding achievement in the
delivery of MWR programs and services at ashore locations not described in the first two
categories. 
    d. Large Unit Afloat: This category recognizes outstanding achievement in the delivery
of MWR programs and activities at afloat commands 210 feet in length or larger.  
    e. Medium Unit Afloat: This category recognizes outstanding achievement in the
delivery of MWR programs and activities at afloat commands below 210 feet in length
and greater than 110 feet in length.
    f. Small Unit Afloat: This category recognizes outstanding achievement in the delivery
of MWR programs and activities at afloat commands 110 feet in length and below.
3. To nominate your MWR program for this award, commands must send a narrative
description of their accomplishments within the MWR program to the CSC directly from
the unit commanding officer, officer-in-charge, or the units next level in the chain of
command. An endorsement from the units cognizant authority for MWR purposes must
also be included. Nominations are for accomplishments of the previous nonappropriated
fund (NAF) year, 1 Feb 2018 through 31 Jan 2019. Selected units will be recognized as
the recipient of the MWR award for the NAF year in the category that they compete and
receive a plaque of recognition. The units name will be displayed on the perpetual plaque
maintained at CSC. The recipients of the award in each category will receive 1,000
dollars for the morale fund. The runner-up in each category will receive 750 dollars and
third place will receive 500 dollars for their unit morale fund. Award recipients in each
installation award category will be provided recognition as the MWR Program of the
Year for each size category.
4. To nominate your MWR program, commands must address the following criteria, as
applicable:
    a. Programming: Describe creative, unique, or experimental programs implemented
during the previous NAF year. Explain how these programs contributed to the readiness,
retention, and resiliency of MWR patrons in this area.
    b. Customer Service: Identify how the unit determined customer interests and needs
and how this information was used to develop programs and activities. Describe the
programs the command has implemented to provide the highest level of customer service.
Provide any examples of this customer service.
    c. Marketing Methods: Describe marketing tools used to generate interest and
participation in program and activities. Quantify the results of this marketing effort and
the return on the marketing expenditure.
    d. Leadership and Professional Development: List professional development and
leadership opportunities (college, continuing education, certificate programs, MWR-
related training, etc.) provided to or obtained by the MWR staff during the period of
evaluation. Describe and quantify, if possible, the effectiveness in obtaining these
opportunities.
    e. Financial Management: Identify appropriated funds used to support the MWR
program, how these funds were used, and a summary of NAF performance for the
evaluation period. Identify and explain any budget variance. Describe alternate revenue
sourcing the command used to leverage the delivery of MWR programs and activities.
    f. Facilities/Equipment Improvement Initiatives: Describe all projects that improved
MWR facilities (consider buildings, grounds, and capital purchases). Include self-help
projects. Describe the process that the command uses to fund renovation and capital
improvement projects.
    g. Recognition: Describe any recognition that the units MWR staff or MWR program
received during the evaluation period.
    h. Additional Reports: Provide any copies of financial audits, SMART team and
FORCECOM inspections, CSC inspections, and any other inspection reports that
occurred during the evaluation year. For financial audits, the period covered may be the
period previous to the evaluation year.
5. Nominations must arrive at the CSC by 15 Jul 2019. A panel will be convened to
review and select an award winner, runner-up, and third place in each category.
