SUBJ:  EMERGENCY SUPPORT FUNCTION #10 (ESF #10) MISSION ASSIGNMENT POLICY GUIDANCE
A. Policy Guidance on ESF #10 Mission Assignments for the USCG
1. This ACN announces the promulgation of REF (A) and can be found on COMDT (CG-MER-1)

The Memorandum is located on the left-hand side of the page in the "ESF-10" folder.
2. On 22 February 2019, the Federal Emergency Management Agency (FEMA) and United States
Coast Guard (USCG) signed a Memorandum clarifying policy guidance related to FEMA ESF-10
mission assignments to the USCG during oil and hazardous materials response efforts in
the U.S. coastal zone.
3. The Memorandum formalizes the ability and intent of FEMA to direct mission assign
the USCG for future ESF-10 missions in the coastal zone and incorporates the Pre-Scripted
Mission Assignments (PSMA) library as a reference for eligible ESF-10 activities for
the USCG.
