1. Summary Update.  IAW Ref A and B, a recent update to the EPQs for EPME
has been released known as EPME 2.0.  The EPME 2.0 EPQs will be required
for members to participate in the November 2019 and subsequent SWE’s.
Although these are now the current EPQs for EPME and will be required
for the November 2019 SWE, the previous EPME remain effective for actual
advancement of members who participated in the May 2019 SWE and run
concurrently with EPME 2.0 until the expiration of the May 2019 SWE
Advancement Eligibility List.
2. The Advancement Potential Recommendation on the Enlisted Evaluation
Report (EER) should be based on the Approving Official's (AO) determination
of a member's suitability for advancement and the Commandant specified
advancement requirements that are in effect on the report's effective date. 
Since EES policy requires "Not Ready" for members who have not completed
EPME Performance Qualification Standards (EPQ)/ Rating Performance
Qualification Standards (RPQ), it is imperative commands understand the
eligibility dates of when an EPQ/RPQ is required for advancement versus
when completion is required to be eligible for a particular Service Wide Exam (SWE).
a. Distinctions of the dates are important for commands to understand.
If a command erroneously assigns a "Not Ready" recommendation to a member
after they have competed in the May 2019 SWE based on the member not having
completed EPME 2.0 EPQs, the member will be removed from the May 2019
SWE Advancement Eligibility List, and may potentially result in that member
not being advanced when they should have been. Commands must be clear that
it is entirely plausible for a member to be eligible for advancement but not
be eligible to take the next SWE. If the AO has determined a member is
suitable for advancement, and all other eligibility requirements are met,
the following is authorized:
1) Any E4 or E5 member who completed the previous EPME EPQs prior to the
May 2019 Service Wide Eligibility Deadline (SED) 01 February 2019
is hereby permitted to be marked “Ready” on their March/April regular
EER.  Any E4 or E5 member who completed the previous EPME EPQs prior
to the May 2019 SED and competes in the May 2019 SWE, is hereby permitted
to be marked “Ready” on any non-discipline type EER in their current grade
through 30 June 2020 in order to remain eligible for advancement off the
May 2019 SWE.
2) Any E6 and above member who completed the previous EPME EPQs prior to the
May 2019 (SED), and competes in the May 2019 SWE, is hereby permitted to
be marked “Ready” on any non-discipline type EER in their current grade
through 31 December 2020.
b. Note: A “Ready” on an EER does not guarantee a member will be eligible
to take the Nov 2019 (or subsequent SWEs).  Commands must verify if they
have not completed the EPME 2.0 EPQs and the current RPQ requirements
for a particular exam. An E4 or E5 who desires to take the Nov 2019 SWE
must have EPME 2.0 EPQs and current RPQs completed prior to 01 Aug 2019.
An E4 or above who desires to take the May 2020 SWE must have EPME 2.0 EPQs
and current RPQs completed prior to SED 01 Feb 2020.
3. Scenario Examples. A list of scenarios examples can be viewed on the

4. Supplemental Advancement List. Similar to the SWE lists, no member currently
on a Supplemental Advancement List should be removed for not having completed
EPME 2.0, and the general marking guidance in the SWE paragraphs above is the
same, however, it should be noted that EPME 2.0 will be required to be completed
for any member to be ADDED to a Supplemental Advancement List. This is because
placement on the Supplemental Advancement List is with the understanding that
the member has met all eligibility requirements for advancement effective the
day the placement request is forwarded to PPC ADV.
5. Any CORCs submitted into DA to change a recommendation based on SWE
eligibility, whether “Ready” or “Not Ready” must include a brief comment
detailing how eligibility was attained or lost.  
6. All other guidance noted in ALCGENL 003/19 remains in effect.
