SUBJ: FY19 CHILD CARE SUBSIDY PROGRAM (CCSP) CHANGE NOTIFICATION SITREP 1
1. The U.S. Department of Agriculture (USDA) has been the Coast Guard CCSP subsidy
administrator since 2016, but is closing the subsidy administration business line and will
cease providing service on 31 March 2019. The Coast Guard has conducted a search for a
suitable subsidy CCSP administrator and has selected the Navy Child & Youth Programs (CYP)
to provide subsidy administration services. Navy (CYP) will initiate subsidy administration
services effective 1 April 2019.
2. The USDA has stopped accepting new applications, reapplications, provider changes and
re-certifications, but child care provider invoices will continue to be paid during this time.
All child care invoices must be received by USDA no later than 12 April 2019.
3. While the goal is to achieve a seamless transition, there is a potential for a gap in
subsidy payment disbursement while the Navy stands up their support service team. In the
interim, the Coast Guard will contact child care providers directly to notify them of the
change and the potential payment disruption. Subsidy recipients should also contact their
child care provider to notify them of the change in subsidy administration to ensure they
are aware of the 12 April deadline for USDA to receive final invoices.

Coast Guard will prevent or mitigate impacts of any gaps in subsidy provider coverage,
additional instructions and links to resources including FAQs.
