WAIVER PANEL RESULTS

1. In accordance with Refs A and B, the 2019 HYT PGP Waiver Panel 
convened on 26 November 2018 at CG Personnel Service Center to 
evaluate 153 HYT PGP waiver requests. The Panel granted waivers to 52 
enlisted members whose continued service and ability to fill a 
critical Service need is considered to be the in the best interest of 
the Coast Guard. 
2. Advancement authority for members with approved waivers was 
evaluated across all ratings and paygrades.  Advancement authority 
decisions were based on service need and rating health. All approved 
E-4 waivers allowed for the opportunity to compete for advancement. 
Approved E-5 waivers allowed for the opportunity to compete for 
advancement, with the exception of the Avionics Electrical Technician 
rating.  Approved E-6 waivers allowed for the opportunity to compete 
for advancement with the exception of the Aviation Maintenance 
Technician and Electronics Technician ratings. No waivers were 
approved for paygrades E-7 and E-8.
3. A numerical breakdown of the results by rating and paygrade will be 
available on the CG PSC-EPM-1 website.

11. Members who received an approved waiver should be aware their 
waiver may be cancelled at any time by CG PSC-EPM based on their 
performance and conduct. Unit commanders should notify CG PSC-EPM-1 
immediately if they recommend that a waiver be rescinded.
12. CG PSC-EPM strongly recommends that all future HYT candidates and 
their respective commands ensure the accuracy of their EI-PDR prior to 
the HYT PGP Waiver Panel convening, and that members with prior 
service complete a Statement of Credible Service (SOCS).
