SUBJ:  SEVENTY-EIGHTH ANNIVERSARY OF THE COAST GUARD RESERVE
1. The Reserve is an indispensable operational force holding the relevant
competencies, skills, and experience needed to rapidly respond to a variety
of contingencies. In the 78 years since its formation on February 19, 1941,
reservists have selflessly given their time and personal resources to
maintain the readiness necessary to respond to their Nation's call on a
moments notice.
2. Whether it was sustaining ongoing support to the Department of Defense
at Naval Station Guantanamo Bay, Cuba or the simultaneous response to
multiple major storms impacting the United States and its territories
across the globe, our Reserve added to its legacy of success bringing
security and stability where it is needed most.
3. We also continued to work diligently to deliver on our three strategic
priorities of Get the Organization Right, Get the Force Right, and Build
Leadership for the Reserve. In fact, we are poised to announce a number
of significant changes that will enhance our ability to effectively manage
the Reserve Component, especially given the dynamic and uncertain resource
environment.
4. By working across the operational and support communities we have laid the
groundwork for the continued maturation of the Coast Guard Reserve. Over the
next year we will build and validate risk-based contingency response requirements
for the Reserve, tempered by regional training and recruiting limitations,
resulting in a more effective force aligned with the Commandant's direction.
5. Please join me and Master Chief Petty Officer of the Coast Guard Reserve
George Williamson in extending a hand of gratitude and well-deserved
"Bravo Zulu" to our immensely talented and dedicated Coast Guard Reserve.
