1. I am pleased to announce CAPT Russell Dash, from CG-68 and Mr. Phillip
Williams, from Telecommunication and Information Systems Command (TISCOM)
are the active duty and civilian recipients of the 2018 CDR John P. Dailey
Award solicited in REF (a).
   A. Captain Dash is assigned as the Chief of the Office of Command, Control,
Communications, Computers, Cyber and Intelligence Systems Program Management
(C5I PMO). His responsibilities include directly leading a workforce
of portfolio managers and sustainment program managers, while planning,
programming, and prioritizing nearly $500 million dollars in C5I funding for
development and sustainment of Coast Guard information services and technology
capabilities. He provides leadership direction, counseling, and mentorship to
the wider C4IT  workforce, spanning across the C4ITSC, three Centers of
Excellence, and a myriad of operations and mission support personnel that need
and use information services and technology across the Coast Guard.
CAPT Dash is an active member of the Armed Forces Computer and Electronics
Association (AFCEA) and volunteered to serve as the National Capital Region
Officers’ Association (NCROA) President. His positive influence, leadership
vision, and daily engagement have built a renewed trust in, and understanding
of, the C4IT community, our significant challenges, and the C4IT workforce’s
indispensable contributions to Coast Guard operations and mission support.
   B. Mr. Williams is assigned as the Wide Area Network/Local Area Network
(WAN/LAN) Branch Chief at TISCOM Enterprise Network Product Line. Over the
past year, Mr. Williams has worked to build a strategically focused foundation
for network infrastructure service delivery across the entire Coast Guard.
This multi-faceted effort led him down multiple paths over the course of
the year. His focus was to fully align services with the Mission Support
Business Model and broaden the scope of his service to evaluate and
remediate issues identified from an end-to-end service delivery model
perspective. His approach to building a secure infrastructure began with
personnel, processes, and funding, the application and implementation of
which provided a stable foundation to address the technical requirements of
the enterprise. His recommendation and implementation of the groundwork
began with the internal WAN/LAN Branch, extended to CG CYBER, the field
workforce ITs at the Bases and ESDs, and concluded with the building of
relationships with operational and support customers at Areas, Districts,
and end units. He actively worked with FORCECOM, the IT Rating Force Master
Chief, and TRACEN PETALUMA, to overhaul A School training and he proposed
new C School options along with a method to carry this philosophy through
to student’s first unit either at ESD, cutter, or CG CYBER.
2. This award was established in honor of CDR John P. Dailey, who's distinguished
Coast Guard career symbolized the highest standards of excellence in leadership,
professionalism, and mentorship. The award is presented annually to one military
and one civilian Coast Guard employee. The 2018 winners were chosen through a
review process that included screening and final selection by a board of senior
leaders consisting of officer, civilian, and enlisted.
3. Captain Dash and Mr. Williams continue the tradition of outstanding leadership
and mentoring exemplified by CDR John Dailey. I congratulate and commend them
for their Service to the Nation, Duty to People, and Commitment to Excellence.
Competition was exceptionally strong this year and I am truly impressed by the
superior quality of leadership and mentorship exhibited by all those nominated
for this prestigious award. We have many dedicated and capable individuals in
our C4IT community. 
4. Winners will be recognized and presented their award by the Assistant
Commandant for Command, Control, Communications, Computer and Information
Technology. Location and time will be arranged SEPCOR.
