SUBJ:  U.S. COAST GUARD CIVIL RIGHTS SENIOR LEADER AWARD WINNER
1. I am honored to recognize and congratulate CAPT J. Paul Gregg, Commander,
Patrol Forces Southwest Asia (PATFORSWA), as the recipient of the 2018 Civil
Rights Senior Leader Award. This award is conferred in recognition of
CAPT Gregg’s commitment to the principles of civil and human rights, justice,
and equality. 
2. A longtime proponent of equal opportunity, CAPT Gregg leads by example to
encourage discrimination-free work environments that promote diversity and
inclusion throughout his area of responsibility. His consistent, deliberate,
and transparent emphasis on creating an inclusive and respectful workplace was
a major contributor to enhanced communications with members at all paygrades. 
Soon after taking command at PATFORSWA, CAPT Gregg held a series of meetings to
solicit direct feedback from the 260 member crew, leading to the implementation
of several staff-generated initiatives. 
3. Furthermore, CAPT Gregg worked closely with the unit Command Master Chief to
mentor more than a dozen junior Chiefs to directly engage them in ongoing
support of command goals, including inclusivity and creating a positive work
environment for all. His advocacy of enhanced opportunities for women led to the
development of a Women’s Leadership Council in association with the Leadership and
Diversity Advisory Council. Additionally, CAPT Gregg encouraged afloat opportunities
for enlisted women at PATFORSWA, resulting in the billeting of a second mixed gender
crew to ensure a robust and diverse workforce in a uniquely challenging operational
environment.
