1. This ACN announces the promulgation of REF (A) and subsequent cancellation of REF (B).
2. REF (A) is an update to the Coast Guard contingency planning policy. It incorporates
changes to supporting policy and doctrine, incorporates new policies and corrects
editorial errors.
    a. Name changed to include Emergency Management. The Coast Guard is in the process of
aligning planning, preparedness, and incident management policies, training and common
language with those of other government agencies and organizations that perform equivalent
functions in the Emergency Management field.
    b. Terminology and content additions, deletions and changes due to revisions in
Coast Guard, DHS and DOD policy and doctrine that support this Manual.
    c. Information and guidance on the new Plan Metric and a Record of Plan Reviews has
been added.
    d. The Contingency Preparedness Specialist qualification and OAR-18 information has
been updated.
    e. A new Chapter 9 incorporates a discussion on Resource Planning.
    f. The complete sample Plan Summary content has been added to Appendix D.
    g. Key definitions and acronyms have been updated.
