A. ETQC TRAINING ADVISORY 004-19
1. Background. Every year, training requests exceed available funding, and as the demand
for training continues to grow, the costs for travel continue to rise. In response,
FORCECOM has implemented a new business process called dynamic quota allocation (DQA) to
continue to squeeze the maximum amount of training out of every dollar.
2. DQA. In previous years, quotas for every “C” School were overbooked, sometimes by as
much as 15%, to account for unavoidable cancellations. Unlike the old annual cycle, “C”
School quotas are now determined on a quarterly basis under the new DQA process. This
allows FORCECOM to review and redirect the unused dollars from that quarter into the
next quarter. For example, if an E-5 is forced to cancel her orders to Radiation Detection
Level II School, FORCECOM will take the unused dollars saved from the cancellation and
reallocate them towards an additional quota the next quarter to either that same school
or another “C” School that is in higher demand. Previously, that quota would have been
lost for the remainder of the fiscal year.
3. Quota Availability. FORCECOM understands that cancellations will happen through no fault
of the member or unit and will use DQA to minimize impacts to the larger training system.
Because FORCECOM no longer overbooks classes, the number of quotas for most “C” Schools may
appear lower than previous fiscal years. However, given the new DQA process of reallocating
unused quotas into the next quarter, FORCECOM projects the total number of quotas executed
this year will match the historical average, translating to no lost training.
