SUBJ: COAST GUARD INCLUSIVE LEADERSHIP ENVIRONMENT (CGILE) INDEX
1. To remain Ready, Relevant, and Responsive in this dynamic and complex environment,
the United States Coast Guard needs a talented, diverse total workforce (Civilian, Reserve,
Auxiliary and Active Duty) that shares a passion for serving the American people. We are
committed to recruiting and developing a diverse, mission-ready total workforce and we must
continue to build an inclusive culture at every level of the Service.
2. The Coast Guard uses many tools to obtain feedback from the workforce to assess our
inclusiveness, including the Organizational Assessment Survey (OAS), Federal Employee
Viewpoint Survey (FEVS), and the Defense Equal Opportunity Management Institute Organizational
Climate Survey (DEOCS). It is imperative that we analyze this feedback to ensure we understand
our strengths and challenges. To assist supervisors and managers with the assessment of feedback,
we have created the CGILE Index. The Index incorporates 26 questions from the OAS that are
identical or compatible to the 20 questions used in the FEVS New Inclusion Quotient (New IQ) to
track the five behaviors of an inclusive environment: Fair, Open, Cooperative, Supportive, and
Empowering.
3. The CGILE Index provides a standardized method to measure inclusion across the total CG
workforce and can be used with the FEVS New IQ to assess employees’ views about the inclusiveness
of the work environment. Analyzing the feedback provided by the CGILE and New IQ will inform
managers and supervisors and enable them to foster an inclusive workplace.
4. A job aid with instructions on how to access the CGILE Index in CGBI is available on the
Office of Diversity and Inclusion’s portal page under the Resources Tab at
https://cg.portal.uscg.mil/units/cg1/CG1.HQ/CG-12B/RESOURCES/Forms/AllItems.aspx.
All managers and supervisors are encouraged to analyze their survey results, identify strengths
and challenge areas, and develop action plans to address areas of concern. It is imperative that
we foster a culture that connects each employee to the organization; encourages collaboration,
flexibility, and fairness; and leverages diversity throughout the organization so that all
individuals are able to participate and contribute to their full potential.
