SUBJ:  SOLICITATION FOR FY19 MIDGRADE OFFICER AND CIVILIAN TRANSITION COURSES, MOCTC-1 (100139) AND MOCTC-2 (100140)
A. Leadership Development Framework, COMDTINST M5351.3 (series)
1. This ALCOAST provides application procedures for the Midgrade Officer and Civilian
Transition Courses for FY19. The MOCTC-1 program is targeted for all O3s and GS12s (or
other civilian schedule equivalent). The MOCTC-2 program is targeted for all O4s and
GS13s (or other civilian schedule equivalent).
2. MOCTC-1 overview: As officers and civilians transition to roles of greater
responsibility and broader impact, their leadership abilities and approaches must
evolve to handle more complex leadership challenges. The primary focuses of MOCTC-1
are the Leading Self and Leading Others competencies from REF (A) - helping students
develop their understanding of successful leadership practices to improve the climate
of their workplace and increase their effectiveness in accomplishing Coast Guard
missions. Topics covered within the course include communication (interpersonal,
written and oral), self-awareness, team dynamics, collaboration, conflict management,
influence, critical thinking and ethical decision-making.
3. MOCTC-1 commitment: MOCTC-1 is delivered in a blended format over a period of 16
weeks. Each course consists of seven weeks of online training before and seven weeks
of online training after a two-week resident session. All online coursework requires
2-4 hours of commitment per week and includes reading, participation in online
discussion boards, as well as the addition of phone discussions with a skills transfer
coach during the post-resident session only. Students who fail to keep up with course
assignments may be disenrolled. Prospective students should align with their
supervisors to ensure they will be able to commit to the entirety of the course.  
4. MOCTC-1 convenings: Five course convenings will be offered in FY19. Prospective
students located at or near CG HQ should apply for the MOCTC-1 05-19 convening, which
will only be filled with local, no-cost orders. Please refer to the COMDT (CG-128)

Management Command (ETQC) CGPortal page at:

details, including updates on convening dates. Application procedures for FY19 will
be via the Electronic Training Request process similar to most C-schools. The four
remaining resident sessions will meet during the following dates (Overall course length,
including online training, is included):
   a. MOCTC-1 02-19 (LDC, New London, CT): 3/25/19 – 4/5/19
(Overall course length: 2/4/19 – 5/26/19)
   b. MOCTC-1 03-19 (LDC, New London, CT): 5/13/19 – 5/24/19
(Overall course length: 3/24/19 – 7/14/19)
   c. MOCTC-1 04-19 (LDC, New London, CT): 7/22/19 – 8/2/19
(Overall course length: 6/3/19 – 9/22/19)
   d. MOCTC-1 05-19 (CG HQ, Washington, DC): 9/9/19 - 9/20/19
(Overall course length: 7/22/19 - 11/11/19)
5. MOCTC-2 overview: As officers and civilians advance in our organization,
particularly at the O4 and GS13 level, they must transition from serving as technical
experts to organizational leaders. New O4s and GS13s must expand their professional
knowledge of the Coast Guard and gain a better understanding of how the Coast Guard
interacts with external partners. The primary focuses of MOCTC-2 are the Leading
Performance and Change and Leading the Coast Guard competencies IAW REF (A). Topics
covered within the course include the Legislative, Judicial, and Executive functions
of government, the Department of Homeland Security, Department of Defense, navigating
interagency partnerships, systems and strategic thinking, Coast Guard resource
management and Coast Guard Headquarters functions.
6. MOCTC-2 commitment: MOCTC-2 is delivered in a blended format over a period of 22
weeks. Each course consists of 11 weeks of online training before and eight weeks of
online training after a three-week resident session. Prospective students should align
with their supervisors to ensure they will be able to commit to the entirety of the
course. Online coursework requires 2-4 hours of commitment per week and includes
reading, participation in online discussion boards and work on a results project.
Students who fail to keep up with course assignments may be disenrolled.

   a. MOCTC-2 02-19: 9/9/19 - 9/27/19 (Overall course length: 6/24/19 – 11/22/19)
8. Application procedures:
   a. Eligible students: The target audience for MOCTC-1 is O3s and GS12s (or other
civilian schedule equivalent). However, O4s and GS13s that have recently assumed
supervisory roles are encouraged to apply. Reserve O3s and O4s are eligible to apply.
The target audience for MOCTC-2 is O4s and GS13s (or other civilian schedule
equivalent). However, high performing GS-12s and GS-14s that have recently assumed
supervisory roles are encouraged to apply. Reserve O4s may be considered for MOCTC-2,
pending funding approval from their DXR.
   b. Requests shall be submitted via Electronic Training Request (ETR) via unit
Training Officers in Direct Access. ETR comments should include two alternate course
convenings in rank order. Commands should consider PCS and operational conflicts for
the resident session dates of the courses. The online portions of these courses
require internet access, but it need not be a CG workstation.
