SUBJ: THE FRANK LOBIONDO COAST GUARD AUTHORIZATION ACT OF 2018 (S.140)
1. On December 4, 2018, President Trump signed S. 140, The Frank LoBiondo Coast Guard
Authorization Act of 2018 (CGAA2018), which authorizes appropriations and improves the
Service’s abilities to meet its core missions as a military service and law enforcement
organization.
2. CGAA2018 includes some legislative changes proposed by the Service and several
provisions that will be challenging to implement.
3. CGAA2018 reorganizes the Service’s standing authorities under title 14, United States Code,
by renumbering all of the chapters and sections. It also transfers the Ports and Waterways
Safety Act from title 33 to title 46, and transfers the President’s delegated authority to
regulate the anchorage and movement of vessels during national emergencies from title 50 to
title 46. Neither the reorganization nor the transfers make substantive changes to the Coast
Guard’s missions or authorities. However, these changes will require updating citations in
every official publication (e.g., regulations, instructions and manuals, NVICs, TTP) that
refers to existing provisions in titles 14, 33, and 46.

text of the act.  Use of the PDF is simple.  The first 7 pages of the document includes an

5. In addition to the reference tools in paragraph 4, you will also find a compilation of all the
