1. This ACN provides information regarding the expansion of the Personal Financial
Management Program (PFMP), in response to REFs (A) and (B). Thirteen regionally based
Personal Financial Managers (PFMs) will be hired to provide a robust financial education
and training program, financial information and referrals, and financial counseling
across the Coast Guard.
2. The PFMP will provide education and training as indicated in REF (A) and will ensure
financial education is provided throughout the service member's military lifecycle as
indicated in REF (B). Additionally, PFMs are expected to:
   a. Reach out to the commands/units in their area of responsibility (AOR) to conduct a
needs assessment and schedule appropriate workshops based upon the needs assessment
results and command requests. Needs assessments will be provided by the Health, Safety,
and Work-Life Regional Managers (HSWL-RMs).
   b. Facilitate or coordinate the financial planning brief for transitioning service
members in coordination with the Transition and Relocation Managers. Additionally, PFMs
will assist transitioning service members with completing their 12 month post-service budget.
3. The PFMs, Command Financial Specialists (CFSs), and CG SUPRT Personal Financial Wellness
Money Coaches are the primary sources of financial education and financial counseling. 
4. All commanding officers and officers-in-charge shall continue to follow REF (A)
when appointing a CFS. Additionally:
   a. CFSs will maintain close contact with their assigned Regional Practice PFM. For
service members with complicated financial problems, PFMs or CG SUPRT Personal Financial
Wellness Money Coaches shall be the first resource.
   b. CFSs will provide monthly updates of service members' financial trends such as
excessive credit card debt, overspending, or inability to pay monthly bills to their
assigned PFM.
   c. CFSs will attend quarterly meetings coordinated by PFMs to share financial literacy
best practices, disseminate information, and address any financial-related questions.
5. The PFMs are part of the Work-Life Staff at each Health, Safety, and Work-Life
Regional Practice (HSWL-RP), and can be contacted at 1-800-872-4957.
